Survey launched in Pakur to ensure 100% coverage for vulnerable tribes
Dhanbad, April 1 -- In a decisive administrative push to eliminate welfare exclusion among the most marginalised communities, Pakur district will roll out a high-intensity, technology-driven entitlement survey from April 1, aiming to achieve complete coverage within just 30 days, officials said on Tuesday.
The drive targets Particularly Vulnerable Tribal Groups (PVTGs), focusing on bridging long-standing gaps in access to government schemes through a time-bound and data-centric approach.
The survey will cover over 73,000 individuals from 16,778 families spread across 349 villages and 447 habitations, marking one of the most comprehensive district-level exercises of its kind. Conducted under directions of the Ministry of Tribal Affairs and the state government, the initiative aligns with the larger national mission under PM-JANMAN, which seeks to map nearly 10 lakh PVTG households across more than 100 districts in 18 states.
At its core, the survey is designed to identify and eliminate gaps in access to 39 key welfare schemes, including employment under MGNREGS, housing, pensions, healthcare, education support, drinking water, electricity and clean cooking fuel. The overarching objective is "saturation"-ensuring that every eligible household receives full entitlement without exclusion, particularly in communities historically marked by low literacy, geographical isolation and limited administrative reach.
"The objective is to ensure that no eligible beneficiary from these vulnerable communities is left out of any government scheme," said Manish Kumar, Deputy Commissioner of Pakur, adding that the survey will help create a reliable database for targeted delivery. "We are aiming for 100 per cent coverage within the stipulated time through a transparent and technology-driven process."
The survey will follow a structured, household-by-household methodology using a dedicated mobile application capable of functioning in offline mode, ensuring data collection even in remote areas....
