State poll dept looks into SIR anomalies
PATNA, July 20 -- The state election department of Bihar has started looking into complaints of many electors having found their enumeration forms submitted or filled up online despite not doing so on their own during the ongoing Special Intensive Revision (SIR) of electoral rolls in Bihar.
"Yes, there are certain complaints about electors finding their enumeration forms submitted without having done so. We have asked the conducting teams to inquire into such complaints," said an election officer, in the know of the matter.
The complaints are from residents in various districts, including Patna, where many people have found their forms filled up despite not having done so on their own.
One resident in Boring road area, whose booth is in Patna Women's college, said that he was surprised to notice that his form was showing filled up when he had tried to fill the enumeration form online. "I am still confused as to how my form is being shown filled when I did not do so either physically or online. I do know whether my form or my name would come up in the draft list," he said, requesting anonymity.
Similar cases have come to notice in Darbhanga too. Narendra Jha, a resident of Laxmi Sagar locality in Darbhanga town assembly constituency and a retired professor from History department of C M College, said that he had waited a long time for the BLO (booth level officer) to visit.
Eventually, Jha said that he decided to upload the voter form online himself. During the process, he discovered that his form had already been submitted.
When he contacted the concerned BLO over the phone and inquired how the form was submitted without his knowledge, the BLO replied that there was pressure from higher authorities and, since he knew him, he submitted the form on his behalf. "I did not pursue the matter and did not file a complaint knowing well how the BLO being a lower rung official was following instructions from higher authorities," Jha said.
Sources in the state election department said there have been some instances of mix-up in uploading enumeration forms by some BLOs in various districts and all these issues were looked into. "There may have been some cases where BLOs have made some errors in uploading forms or few forms had been submitted by mistake during uploading. But such instances are few. All this is being looked into and corrective steps would be taken. Checking of forms is going on and these instances would be corrected in the next few days," said a senior election official, in the know of the matter.
Some officials acquainted with the matter said there are chances the official portal could be opened where electors, having witnessed any anomalies, can upload their forms online. "There is always an option by electors to complaint to the EROs about any anomaly in their forms and also report it to the BLOs concerned. The complaints are being addressed immediately," said another election official.
The Chief Electoral Officer, Bihar, Vinod Singh Gunjiyal, could not be reached for his comments on the issue.
Meanwhile, he held a meeting with representatives of recognised political parties on Saturday at the state election department to give them a briefing about the works done so far under the SIR. There were also issues discussed related to electors who have not filled up the forms so far in various constituencies and co-operation was sought from the party appointed BLAs (booth level agents) to ensure that no eligible voter misses out from the draft electoral rolls.
The DMs have already started sharing the list of names of electors who have not filled up the forms with representatives of political parties. "There would also be meetings with BLOs and BLAs soon so that electors who have not filled up the enumeration forms could do so. The BLAs have a big role to play in encouraging voters to fill up the forms," said an election officer. The SED, in a press note on Saturday, said that corrections in the draft electoral roll, to be published on 1 August, 2025 after SIR, could be done till 30 August, 2025....
