samrat cabinet okays 11 satellite townships, jobs, measures for women's safety
PATNA, April 23 -- In its first cabinet meeting since Samrat Choudhary took over as chief minister, the state cabinet on Wednesday cleared 22 key proposals covering development, employment, religious tourism, women's safety and urban growth.
Briefing news persons after the meeting, additional chief secretary, cabinet, Arvind Chaudhary said that the cabinet approved the urban development and housing department's proposal to set up 11 new greenfield satellite townships across the state and introduce regulations to control land transactions and construction activities in these areas.
The new satellite townships will be developed in Patna, Sonpur, Gaya, Darbhanga, Saharsa, Purnea, Munger, Muzaffarpur, Chhapra, Bhagalpur and Sitamarhi. According to the decision, land purchase, sale, transfer and all construction activities have been put on hold in the special and core zones of identified for the new townships. until the respective master plans are finalised and notified.
The zonal plan for Patna is to be prepared by March 31 next year, while master plans for the other cities must be ready by June 30, 2027. Principal secretary of UDHD Vinay Kumar stated that the move aims to ensure planned and systematic development of these satellite townships. Once developed, they are expected to emerge as new economic hubs, generate fresh employment opportunities and provide better urban amenities to citizens.
In the field of education and skill development, the cabinet approved the modernisation of 75 Industrial Training Institutes (ITIs) and their upgrade into advanced skill centres at a total cost of Rs.3,615 crore, of which the state government will contribute Rs.1,192 crore. The move is aimed at giving Bihar's young people better employment-oriented training.
For IIT Patna, the cabinet sanctioned a Rs.344 crore package to boost research and innovation. This includes Rs.305 crore for setting up a Research Park and Rs.39 crore for the second phase of the Incubation Centre.
The historic Harharanath Temple complex in Sonpur, Saran district, will be developed on the lines of Kashi Vishwanath Corridor for Rs.680 crore.
In a step towards women's security, the cabinet decided to provide scooters to 1,500 women cops and motorcycles to 3,200 other police staff, with an expenditure of Rs.66.75 crore.
On the urban development front, the government will set up 11 new greenfield satellite townships and introduce regulations to control land transactions and constructions here.
The meeting, chaired by CM Samrat Choudhary, was held after a gap of nearly two months. The previous government under Nitish Kumar had seen regular cabinet work delayed due to his frequent public outreach programmes.
For emergency and fire services, approval was given for the construction of the Emergency Response Support System (ERSS) and Police Data Centre building at a cost of Rs.172.8 crore. The cabinet also cleared the purchase of a 62-metre-high hydraulic fire platform for fire services at an estimated cost of Rs.18 crore.
In higher education, 50 acres will be allotted for the National Forensic Sciences University, while 7 acres will be transferred for Chanakya National Law University. Additionally, 20 acres have been earmarked for NIFT.
To improve tourism and connectivity, the cabinet approved the preparation of DPRs for greenfield airports at Sonpur and the Ajgaibinath Temple area at a cost of Rs.5.06 crore....
