Rape-murder of minor: PMCH deputy supdt removed, SKMCH supdt suspended
PATNA, June 4 -- Under flak by the opposition, the Bihar health department on Tuesday suspended the medical superintendent of the Sri Krishna Medical College Hospital (SKMCH) in Muzaffarpur and removed the acting deputy superintendent of the Patna Medical College Hospital (PMCH) over the death of a minor rape victim in course of her treatment in Patna on June 1, after being brutally assaulted in Muzaffarpur on May 26, said officials.
Dr Kumari Vibha, medical superintendent of the SKMCH, was suspended for not following the patient-referral policy, not discharging her duties satisfactorily and showing insensitivity in the treatment of the victim, said the government order seen by the Hindustan Times.
Dr Abhijit Singh, the in-charge deputy superintendent of the PMCH, was removed from the post for "not discharging his duties satisfactorily", which was a reflection of his "administrative failure", said the government order issued on Tuesday.
The 10-and-a-half-year old rape victim underwent treatment at the state-run SKMCH between May 26 and May 30, before she was referred to the PMCH, where she had to wait in the advanced life support ambulance for over two hours since her registration at the central casualty at 1.23pm before she was shifted to the gynaecology ICU at 3.44pm on May 31. Sixteen hours later, she died the next day.
The accused, a 30-year-old fishseller, has since been arrested.
Earlier in the day, a team headed by the director-in-chief of the health department visited the SKMCH to conduct an inquiry. A charge sheet will be filed after the inquiry.
The state government, facing heat from the opposition, on Monday released 50% of the total compensation of Rs.8.25 lakh under the SC & ST Atrocities Act and sanctioned a monthly pension of Rs.7,700 to the victim's mother, a widow, said Muzaffarpur district magistrate Subrat Kumar Sen....
