PATNA, May 12 -- Bihar's premium Patna University is again staring at an indefinite strike by employees from Tuesday in support of their demand and the Vice Chancellor, Ajay Kumar Singh, is not impressed with another threat, which could cause disruption ahead of the scheduled exams, admissions for the new session and convocation later this month. On Saturday, the PU registrar wrote to all the deans, department heads, principals, directors and hostel superintendents that the employees going on strike after marking attendance from Tuesday, as communicated by the employees' association, would lead to salary cut in keeping with the 'no work, no pay' policy. "Every now and then the employees resort to agitation, which affects work of the universities. This is irresponsible and unnecessary. The employees marking attendance would have to submit the details of the work discharged in the prescribed format attached herewith daily by 3.30 pm," wrote the registrar. The VC said that the the employees have planned indefinite strike at a time when the university has sought support from teachers for duty even during the summer vacation in lieu of proportionate earned leave as applicable. The VC said that while the university was ready to give the employees their due in accordance with the set provisions, any attempt to disrupt activities to pressurise the authorities would not be acceptable. "The university has accepted a lot of demands of the employees and others will also be accepted after due process, which includes pay verification before paying arrears to ensure that the bonafide employees don't miss it and the undeserving don't get it," he said. Even during the last agitation, the VC said he had made it clear that the university alone would not be able to take a call in its own on some of the demands having financial implications and the government was approached for them. The employees had been on mass casual leave on Wednesday and Thursday as part of the second phase of agitation, while from May 13 they have announced their third phase of struggle, which includes indefinite strike after marking their attendance. In April also, the employees had resorted to agitation from 3 pm everyday in front the university office in support of their demands, which they say has remained unfulfilled despite assurance last year at the Raj Bhawan on December 12. The indefinite strike by the employees had last year derailed the examinations and stopped all activities for over a week, as the university was kept under locks for over a week. The university had to later reschedule the examination after the then Governor Rajendra Vishwanath Arlekar called the leaders of the employees' association and the university top brass, including the VC, for talks at the Raj Bhawan and made them resolve the issue forthwith in the interest of the students. The main demands of the association include pay fixation and backlog arrear payment, one more member to be added to Senate and Syndicate each, housing facility for employees, promotion, facilities like advance for vehicle, marriage, medical insurance etc., resolution of issues related to salary/pension of distance education directorate among others....
