PATNA, Nov. 21 -- The NDA faced a problem of plenty after the alliance's resounding victory in Bihar with several areas going unrepresented in the new Nitish Kumar-cabinet sworn in on Thursday. The NDA, which used to perform better in certain regions, widened its spectrum to all nine administrative divisions of the state. The alliance swept 14 of Bihar's 38 districts outright, winning every seat in these pockets. Regional representation is a critical factor with Bihar's North accounting for 58% of seats, while South has 42%. NDA's MLAs are split 56% North and 44% South. When it comes to representation, only two administrative divisions, Patna and Munger accounted for 11 ministerial berths out of 26 ministers sworn in. Patna division comprising six districts and 43 assembly seats, got six ministerial berths out of 37 seats it won. Munger division, with six districts and 22 assembly seats got five berths in cabinet out of 19 seats it won. Two big names of the BJP, Samrat Chowdhary (Jamalpur-Munger district) and Vijay Kumar Sinha (Lakhisarai), belong to this division. The Bhagalpur division which gave 12 out of 12 seats, has no representation. Seemanchal and Kosi comprising seven districts and 37 constituencies got just three cabinet berths. In the last government there were five ministers. Out of 37, NDA won 24 seats in these two regions. In Seemanchal, Dhamdaha MLA Leshi Singh was retained while BJP Bihar president Dilip Jaiswal was also inducted. In the last government Sikti BJP MLA Vijay Mandal was also inducted in the ministry. Again in Kosi, JD(U) veteran Bijendra Yadav has been retained while BJP MLA from Chhatapur Neeraj Singh Babloo didn't find favour. "We hoped five to six MLAs from Seemanchal and Kosi would be made ministers, but our hopes got shattered," a BJP leader said on condition of anonymity....
