Principals' posting: Guv asks varsities to speed up
PATNA, June 24 -- With the petition challenging the Raj Bhawan notification withdrawn, the Chancellor's office has written to all the vice chancellors to complete the process for posting of principals recommended by the Bihar State University Service Commission (BSUSC) at the earliest and report to the Chancellor's secretariat.
"The petition filed by Suheli Mehta in the Patna High Court has been withdrawn. This is requested to complete the process of posting of principals at the earliest," said the letter from Robert L Chongthu, principal secretary to the Governor.
The petition was withdrawn as the posting got stuck after the HC put under abeyance the Raj Bhawan's notification for posting of principals in the constituent colleges of Bihar through lottery.
This was challenged on the plea that the seniority and merit-wise posting of principals recommended by the BSUSC would be undermined through a draw of lots.
A senior Raj Bhawan official said that the lottery system had been mooted after deliberations apparently to avoid a repeat of the ugly situation amid allegations of corruption in the posting of principals, which often led to a lot of controversies prompting Raj Bhawan's intervention. This time also, some names for specific colleges started floating before posting.
BSUSC had on March 24 recommended the names of 116 principals for the state's constituent colleges and Raj Bhawan on May 16 issued notification to all the V-Cs with detailed guidelines for their posting, which included random lottery method to be carried under videography compulsorily.
It also constituted the committees with nomination of all women as chancellor's representatives in different universities.
While putting the Chancellor's office notification under abeyance, the court had given the option of revisiting it, if so advised, but that did not happen and there was indication that the Raj Bhawan would do so after Governor Arif Mohammad Khan defended the lottery system as logical and unbiased in his interaction with media to send the message across.
However, there are still other court cases challenging the appointment process for principals. One of them is regarding the faulty implementation of roster and overlooking of specific qualification. Another one is regarding the ignoring of disability criteria in the selection process.
"The cases have been filed and they should now come up for hearing," said senior advocate Abhinav Srivastava, who has filed the cases.
One of the petitioners, Prof Vani Bhushan said that his contention was regarding the separation of law colleges for posting when the advertisement as well as the selection process was common for all.
The commission had published the merit list with allotment of universities. There were 158 candidates interviewed, while 141 applications could not be shortlisted during scrutiny....
