PATNA, July 26 -- In a significant stride toward technology-driven and citizen-centric governance, Bihar chief secretary Amrit Lal Meena on Friday launched a series of transformative digital initiatives under the Bihar Prashasnik Sudhar Mission Society (BPSMS), general administration department (GAD), at a ceremony held in the secretariat. The event, attended by Development Commissioner Pratyay Amrit, Additional Chief Secretary cum Mission Director BPSMS, departmental secretaries, and representatives from NIC, SBI, and KPMG, marked a pivotal moment in Bihar's e-governance journey. The highlight of the launch was the RTPS Online Appeal & Review Portal (https://rtpsappeal.bihar.gov.in), a robust platform under the Bihar Right to Public Services Act, 2011. This portal enables citizens to file appeals and reviews online for delays or rejections in public services provided by the GAD. Equipped with paperless processing, digital signatures, and real-time dashboards, the system ensures transparency and accessibility. "Technology must empower citizens, and this portal transforms the right to timely services into a practical reality," said Meena. He highlighted that GAD and BPSMS have achieved significant milestones in e-governance, aligning with technological advancements and public needs. Another key initiative was the launch of the HRMS Bihar Android Mobile App, now available on the Google Play Store. The app allows government employees and officers to apply for leave, access service books, track service-related entries, and request corrections with supporting documents, streamlining HR processes. An iOS version is expected soon. Additionally, Phase II modules of the HRMS system were introduced, digitizing processes like disciplinary proceedings, pensions, promotions, training, and exit management, underscoring Bihar's commitment to efficient internal governance. A memorandum of understanding (MoU) between BPSMS and SBI General Insurance Company Limited was also signed to provide group health insurance (GHI) for 3,560 contractual employees, including 2,850 executive assistants, 608 IT assistants, and 102 IT managers across state, district, sub-divisional, and block levels. With a premium of Rs.1.42 crore plus GST fully funded by BPSMS, the policy offers cashless health coverage up to Rs.5 lakh annually per employee. Valid for three years with an option for extension, the scheme covers pre-existing conditions, maternity care (Rs.20,000 for normal delivery, Rs.50,000 for caesarean), AYUSH treatments, ICU care, and pre- and post-hospitalization expenses. Beneficiaries can access treatment at over 17,500 hospitals nationwide, including 185 in Patna and 375 across Bihar, supported by a 24x7 claims team, one-hour pre-authorization, and three-hour discharge approval. Development commissioner Pratyay Amrit praised the initiatives, stating, "The GHI scheme offers critical social security to contractual employees. These technology-enabled platforms foster transparency and compassion, ensuring efficiency and inclusivity in governance." The event also featured the release of handbooks on employee registration, e-service books, and employee self-service to support implementation.
