People see development, not treasury, says dy CM
PATNA, April 24 -- Amid growing attack from the Opposition over alleged "empty Bihar coffers due to freebies to win election", Bihar's deputy CM Vijay Kumar Choudhary on Thursday said that the people were interested in development, not treasury.
"The people of Bihar see development, not the treasury. The situation is nowhere near what their (RJD) government was used to. The finance department those days remained always in the red," he told media persons, without elaborating.
His response came to a question on Leader of Opposition Tejashwi Prasad Yadav's attack over Bihar government's move to take Rs.12,000-crore loan from the Reserve Bank of India (RBI) to meet basic exigencies.
"The government, grappling with the widespread financial crisis in the state, has issued a second letter in recent days regarding fund withdrawals and expenditure control, as it does not have resources even for timely pension payment," said Yadav, referring to a April 20 finance department letter to all the departments.
The earlier letter was released capping quarterly expenditure to ensure that funds were spent properly and there was no rush for spending in the last quarter. "That cap has been waived off apparently because of the fund crunch in the first quarter of the new fiscal," said a senior government official, adding taking loan within the permissible limit was not as big an issue as it was being made out to be.
On Tejashwi's attack that distributing Rs. 41,000 crore in last 30 days before polling to win election had started taking its toll, JD(U) legislature party leader Shrawan Kumar said that more funds would be given for women entrepreneurship after periodic review of their work....
