Over 50mn from 2003 list feature in draft rolls
PATNA, Sept. 5 -- State election officials said on Thursday that over 50 million voters out of 72.4 million total voters in Bihar had been covered by using the 2003 voters' list, giving them a big relief from submitting additional documents. Around 21 per cent (1.5 million voters) had provided one of the 11 documents as prescribed under SIR, they said.
With the final phase of Special Intensive Revision (SIR) rolled out, the verification of documents submitted by 72.4 million voters enrolled in the updated draft list published on August 1 has begun along with the process of disposal of claims/ objections given in last one month for inclusion and exclusion of names.
Sources in the election department said over 99 per cent voters had been covered by any one of the 11 documents prescribed as per SIR along with several lakhs voters giving other documents.
"Around six to eight per cent voters have given other documents apart from 11 documents. But checking is still going on," said a senior election official.
Figures suggest 70 per cent of voters enrolled in the draft rolls have been covered through the 2003 voters' list, which has become one of the primary documents for establishing a voters' place of residence, whereas around 21 per cent voters have provided documents like birth certificates, permanent residency certificates, matriculation/educational certificates and any of the other 11 documents prescribed to establish their date of birth/ place of birth as proof of citizenship.
Election officials said the disposal of applications through form-6, 7 and 8 for inclusion and correction of any errors in the voters' list was being done by the electoral registration officers (EROs) in all 243 assembly constituencies and the process would be completed by September 10.
EC officials also assured that no name from the draft rolls published on August 1 would be deleted without the EROs hearing the parties and giving the voters chance to submit documents as prescribed, followed by a speaking order. Notices have been served to around 3 lakh voters to appear before the EROs as they have been found to be 'doubtful voters' after field enquiry and lack of submission of prescribed documents.
The EC officials also emphasised that claims and objections submitted by recognised political parties through their booth level agents (BLAs) were accepted only in a prescribed format as stipulated in the election rules so that there was no scope of any arbitrariness or malpractice in applying for deletion or inclusion of names.
"Unless there is a declaration in a proper format, how can one just acknowledge that an application filed by a BLA of any party for deletion/ inclusion of the name of any voters from the draft rolls is for genuine reasons or not?," said another senior election official, trying to explain why ECI was insistent on accepting claims/objections from BLAs in a format as prescribed under election rules.
During the claims/objection process which concluded on September 1, 119 applications were filed for exclusion of names while 25 for inclusion of names by BLAs of recognised parties. CPI-ML(liberation) had filed 103 claims/objection for exclusion of names and 15 for inclusion of names while BJP filed 16 claims/objection for exclusion of names even as RJD filed 10 claims/ objection for inclusion of names, as per the data shared on Monday by the election office.
Top sources in the state election department said preparations for conduct of the polls was going on at a fast pace with training being given to field officers and district level officers to be deployed in poll duty. Officials said a workshop had been organised for giving training to state-level master trainers (SLMTs) where officials were being briefed about various poll related rules, provisions , nomination process, scrutiny of papers and withdrawal of candidature process. Subjects like vulnerability mapping (identifying booths where voters are vulnerable for various factors including possibility of intimidation, poll boycotts by ultra Left wing groups, etc.), availability of polling material, communication plan, expenditure monitoring etc. were being discussed, officials said....
