PATNA, July 31 -- Ahead of the assembly polls in October-November, the Opposition Indian National Developmental Inclusive Alliance (INDIA) bloc leaders in Bihar will hold rallies in every division and take out a statewide yatra to highlight alleged failures of the state government after Raksha Bandhan (August 9), said leader of the Opposition in Bihar assembly Tejashwi Prasad Yadav on Wednesday. Tejashwi added that leader of Opposition in Lok Sabha Rahul Gandhi would also take part in these planned rallies. "We will go to the people after Raksha Bandhan. National leaders of INDIA bloc including me would participate in the yatra and rallies in divisions. Leader of the opposition in lok sabha Rahul Gandhi would also participate in the yatra. We are in constant touch with him," said Yadav, while holding a presser after the co-ordination committee meeting of INDIA bloc at his residence on Wednesday. He said the route of the yatra and rallies at divisional towns would be announced soon, asserting that all national leaders of the INDIA bloc would attend these events, which is considered as a pre-election campaign of the Opposition bloc. The Opposition leader, who is the chairperson of the coordination committee of the INDIA bloc in Bihar or the Mahagathbandhan (Grand Alliance), maintained the key issues to be highlighted during the yatra and rallies from mid August would be; the alleged failure of the state government to give accounts of Rs.80,000 crore by way of non-submission of utilisation certificates and AC/DC bills as flagged by CAG report, spiralling crime incidents and how the BJP was allegedly trying to ,manipulate the electoral rolls for its gains in the garb of Special Intensive Revision (SIR). "The CAG has flagged that the government has not given proper accounts of Rs.71,000 crore and another Rs.9,000 crore i.e. Rs.80,000 crore. There could be misappropriation/embezzlement of funds. The state government has to give accounts and explain as to why the accounts were pending," said Yadav. Yadav also took potshots at the issuance of a residency certificate in the name of 'Dog babu' in Masaurhi block as well as reports of residency certificates issued to "Sonalika tractor' by using pictures of an actress " See, this is how the 'Special Intensive Revision' is going on. If now an intensive investigation of the conduct of SIR is done, more such instances of gross anomalies would come up," Yadav said, adding that the Election Commission of India (ECI) had not accepted Aadhaar cards as documentary proof for voters' identification despite the Supreme Court urging the central poll panel to do so. " It only shows there is some motive of manipulation," he added. He also took swipes at the state administration for claiming that the issuance of such a residency certificate under a fictitious name was a 'conspiracy'. " I ask why did the authorities issue such a certificate if there was any conspiracy. Besides, the JD(U) has claimed the certificate is fake. Well then, why was the certificate cancelled by Patna administration?" Yadav asked. Congress state president Rajesh Kumar, CPI-ML(liberation) leader Dhirendra Jha and CPI, CPM leaders too emphasised that the alleged anomalies in SIR, the apprehensions of mas deletions in voters' list and alleged financial misappropriation of Rs.80,000 crore would be the main focus of the INDIA bloc's outreach programme in coming weeks....
