PATNA, July 25 -- The Bihar assembly was adjourned abruptly by Speaker Nand Kishore Yadav in the second half on Thursday to prevent a potential scuffle between the opposition and treasury benches, after Leader of Opposition Tejashwi Yadav in his address attacked the state government for "doing nothing". On the penultimate day of the monsoon session, Tejashwi was engaged in a verbal duel with Deputy CM Samrat Choudhary over the FIR lodged against a journalist "showing the ground realities of the special intensive survey (SIR)" and the situation went out of hand when legislators form the Opposition and treasury benches got involved. Several RJD legislators charged towards BJP legislator Janak Singh, who was targeting Tejashwi and also getting instant replies from him, but there was something that touched the wrong chord of the Opposition. Later some RJD legislators said Janak Singh said something objectionable about Tejashwi's parents, while NDA MLAs blamed it on the RJD. It was due to timely intervention of the marshals that the situation was prevented from turning ugly, as the RJD legislators were stopped just ahead of the treasury benches. The Speaker immediately adjourned the House till 4 pm and CM Nitish Kumar was whisked away. RJD and BJP legislators blamed each other for the mess triggered by use of "unparliamentary language". The House reconvened at 4 pm and the Speaker asked the members to uphold its dignity with their behaviour and actions. The budgetary demand of the social welfare department was passed by voice vote. The Bihar Appropriation Bill - 3 was also passed, while the Opposition again trooped into the well, trying to topple the reporters' table. Tejashwi, however, did not turn up in the second half, though the CM was present. "All the unparliamentary words will be expunged from the proceedings," the Speaker said. Right from the word go, Tejashwi tried to use the opportunity, which he said was the last in the present Vidhan Sabha, to attack the government. He referred to Nitish Kumar as "unconscious CM" and his government as 'khatara' right in front of him, took on minister Ashok Choudhary with 'Damaad Aayog' jibe and ruffled another Dy CM Vijay Kumar Sinha with pointed attack. "This is a government that has no vision. It has copied everything that I announced," he said, taking credit for the recent populist announcements, viz. jobs, 125 units free electricity, hike in old age pension etc. He did not even spare parliamentary affairs minister Vijay Kumar Choudhary by saying that he "defends SIR like Chief Election Commissioner Gyanesh Kumar". "... People say JD(U) is now the BJP cell. The CM has been hijacked, as he neither attends NITI Aayog meet nor investors' meet," he said, as the NDA legislators intervened. Vijay Choudhary also had a dig at Tejashwi. "You also tried to hijack the CM when you were in the government, but failed," he said. Tejashwi later got involved in a one-on-one with Samrat Choudhary, over paper leak and FIR against journalist. "Earlier, voters chose the government and now government chooses voters," he added, annoying Choudhary, who retorted, "Who are you to ask about it when the EC is doing its job?" Meanwhile, the ECI has defended the Special Intensive Revision of the electoral roll in Bihar, reiterating the exercise is a constitutional responsibility to ensure free and fair poll. It questioned whether it should "pave the way" for fake votes to be cast in the name of deceased, migrated, or duplicate voters. The statement came as Opposition lawmakers protested in Parliament House complex against the revision, and disrupted proceedings in both Houses demanding discussion on it. They raised slogans and carried a banner, calling the exercise an attack on democracy....
