NHRC seeks reply from top cop, DM
PATNA, Sept. 4 -- The National Human Rights Commission (NHRC) on Wednesday issued notices to the Bihar police chief and district magistrate of Patna over reports that a 10-year-old girl was allegedly raped and murdered by the caretaker of a mango orchard in Maner police station area near the state capital on August 28.
The commission "taken suo-motu cognizance of a media report that a 10-year-old girl was raped and murdered by the caretaker of an orchard. The Commission has observed that the content of the media report, if true, raises serious issues of violation of human rights," NHRC said.
The apex human rights body issued notices to the Bihar DGP Vinay Kumar and DM Patna Thyagarajan SM, seeking a detailed report within two weeks, including compensation, if any, provided to the next of kin of the deceased.
Reportedly, perpetrator Bhola Rai (48) hanged the body of the victim on a tree to "disguise" the murder as suicide. The girl, a Class 5 student, had gone to collect wood when the perpetrator lured her with a guava, to a room inside the orchard before committing the heinous crime. Bhola was arrested based on CCTV footage that showed him molesting the girl. Avoiding the cameras, Bhola then killed her to destroy the evidence.
After his arrest, a section of people gathered at Maner police station and demanded to hand over Bhola to them for on spot justice.
Meanwhile, BJP leader Nikhil Anand and former RJD minister Tej Pratap Yadav visited the spot and demanded compensation to the next of kin of the deceased and speedy trial against the culprit.
According to the media report carried on August 31, the girl was reported missing by her family on August 26, and her body was recovered on the morning of August 28, hanging from a tree in the waterlogged orchard, the NHRC statement said....
