munda terms pesa act rules a fraud on tribals
RANCHI, Jan. 5 -- Former Jharkhand chief minister and union tribal affairs minister Arjun Munda expressed his displeasure over the PESA rules being notified for implementation of the 29-year- old PESA Act two days ago in the state.
"Self-governance of tribal communities is a part of their traditional conservative system, which has existed since ancient times. However, the state government has stabbed its very soul in the very intention of promulgating the rules. The PESA Act has been in place since 1996, but for better implementation, the state government has the right to formulate rules. However, no state government has the right to tamper with its basic spirit," Munda said addressing a press conference at BJP office in Harmu.
Munda said the definition of Gram Sabha contained in the PESA Rule was different from the 1996 PESA Act.
He said the announced rules are a fraud on the tribal community....
