PATNA, July 21 -- The monsoon session of the Bihar Legislature, starting today and the last of 17th Vidhan Sabha before upcoming polls, is set to be stormy. It will be a hectic, limited to five days of business, but it will have to take up 12 important bills amid the Opposition likely to raise issues like law & order and anomalies in the special intensive revision (SIR) of the electoral roll to corner the Nitish Kumar government. The government, according to those aware of its strategy, is ready to counter attack with its achievements, especially the recent sops announced for the people, and plans for the future. After this session, the House will convene only after the election with a new Vidhan Sabha, which makes it crucial for both the Opposition and treasury benches to make the most of this opportunity to send the right signals to the people. With just five sittings, the session will conclude on July 25. The government will also table the first supplementary budget for 2025-26, followed by voting. The Appropriation Bill will also be tabled in the House. Besides, the government has plans to bring the Jannayak Karpoori Thakur Skill University Bill in keeping with its announcement to provide one crore jobs in the next five years. The university will provide education and training to prepare youth for the emerging job market as well as entrepreneurship. The university will have the chief minister as the chancellor. Another bill will be for regulating employment and service conditions in the private shops and establishments to ensure welfare and safety of employees, said a senior NDA leader. It will cater to any establishment having 10 or more employees. The third important bill will be to regulate gig work and provide social security for gig workers. Rajasthan was the first state to come up with the Rajasthan Platform Based Gig Workers (Registration and Welfare) Act, 2023 and several other states are also working in that direction. Bihar is set to come up with the Bill to register gig workers and ensure their welfare. Other important bills include one related to the municipality and another to GST on the lines of the amendment carried out at the Centre. There will also be a bill for land survey in urban areas and another for conversion of agriculture land to commercial land, while one bill would be to replace the ordinance for development of Punaura Dham in Sitamarhi. The government will try to use the opportunity to convey its development and job push, almost three-fold increase in the old age/disability/widow pension, 125 units free electricity and a lot more, including its commitment to establishing the law. "The government will answer all the questions in the House and will give the Opposition a lot to ponder over," said parliamentary affairs minister Vijay Kumar Choudhary. However, like the previous Budget session, the Opposition is ready to unitedly raise a spike in crimes and SIR that might lead to a repeat of heated exchanges to set the tone for election. "The war of words between CM and Leader of Opposition Tejashwi Prasad Yadav over pre and post-2005 Bihar comparisons is quite natural, as government wants to live in the past to avoid questions of present," said an RJD leader....
