Millions may lose voting right after roll revision: Bihar Oppn
PATNA, June 27 -- The Opposition INDIA bloc, that is known as Mahagathbandhan (Grand Alliance) in Bihar, is all set to mount protest campaign against the Special Intensive Revision (SIR) of electoral rolls in Bihar launched by Election Commission of India (ECI) from June 25. The Opposition is of the view that the exercise is totally impractical and would lead to omission of names of lakhs (millions) of voters who cannot provide necessary documents to establish date of birth and/or place of birth as mandated for electors.
The ECI has launched the Special Intensive Revision of electoral rolls from June 25 till July 26 for door to door verification of voters by mandating that electors ( barring those whose names were included in 2003 rolls) would have to provide documents to support their place of birth and /or date of birth and also their parents depending on their birth year.
The SIR was last done in Bihar in 2003. The new SIR is aimed at weeding out duplicate names of electors, fake voters and also dead voters from the rolls and sanitise the voters' list which would be updated and published on 30-09-2025.
Sources said that Tejashwi Prasad Yadav, foremost Opposition leader, along with top leaders from alliance partners like Congress, three left parties and Vikashsheel Insaan Party (VIP) would be holding a meeting likely on Friday in Patna to discuss the SIR issue and how the GA would protest the exercise.
"GA leaders will meet the Chief Election Commissioner and Election Commissioners on this issue and apprise them that SIR being done in Bihar just ahead of the polls is totally impractical and non-feasible. The GA would also start protests in the state capital soon against the SIR," said a senior RJD leader.
On Wednesday, RJD , CPI-ML(LIberation), Congress and other GA constituents had vociferously protested against the SIR during a meeting with Chief Electoral Officer, Bihar Vinod Singh Gunjiyal.
"I am worried about the timing of the SIR. In the next two and a half months, Bihar elections will be announced. How will the EC achieve what has to be achieved? Does it show you are living the ideals of Article 324 i.e. free and fair elections. There are not mere two words. It means, creating a level playing field. You have instances of Haryana and Maharashtra. In that scenario, the EC before taking any initiative should involve stakeholders. You have given a cut off date of 2003. I give you my trust. Okay. But who would be the target, the poor, the vulnerable. People have to run for birth certificates and domicile certificates. These things would take a lot of time. Certainly, if your target is Bihar elections, there is more what meets the eye," said Jha, in an interaction with journalists.
RJD senior leader Chittaranjan Gagan also said that he had strongly objected to SIR during the meeting with CEO, Bihar, on Wednesday, expressing that the intensive revision would lead to omission of names of lakhs of voters especially the poor and migrant workers, who live outside the state or stay in remote parts of the state as they may not be able to provide documents as required under the SIR for data uploading of electors.
"We apprised the CEO that lakhs (millions) of families in the state do not have documents as being asked to establish their place of birth or date of birth for inclusion in the electoral rolls. This is a conspiracy to deprive lakhs of electors from exercising their franchise in the state," said Gagan. He also wondered why the ECI was conducting the SIR when elections were so near.
CPI-ML(liberation) national general secretary, Dipankar Bhattacharya , on Thursday, shot off a letter to the ECI demanding that SIR should be immediately suspended, stating that the target to carry door to door verification of 7.8 crore (78 millions) electors in the state in next one month was totally impractical....
