last session of Bihar assembly ends; row over roll revision drive continues
PATNA, July 26 -- The Monsoon Session of the Bihar Vidhan Sabha, which commenced on July 21, was adjourned sine die on Friday after five days of acrimony over Special Intensive Revision (SIR) of electoral rolls and a rare 'black and white' divide, as the Opposition remained in black attire all through.
This was the last session of the 17th Vidhan Sabha before election and it remained tumultuous all five days, with frayed tempers, personal attacks, unbecoming language, repeated confrontations between the treasury and Opposition benches, leading to frequent adjournments and walkouts. The brief session though also witnessed passage of over a dozen bills without any debate or discussion and the laying of the report of the Comptroller and Auditor General (CAG).
The issue of SIR expectedly set the tone of the session on the first day when the Opposition sought a discussion on it, but the Speaker did not allow it. The war of words between chief minister Nitish Kumar and Leader of Opposition Tejashwi Prasad Yadav over pre and post-2005 Bihar also kept the political pot boiling with heated exchanges.
There were few takers of Speaker Nand Kishor Yadav's repeated requests for maintaining decorum and decency of the House and refrain from personal attacks on either side and things almost came to blows on Thursday, when the Assembly was abruptly adjourned and marshals had to step in to prevent the situation from turning ugly. Verbal duels remained the norm all through five days, as Tejashwi engaged in spat swith both the Deputy CMs as well as others.
Overall, the 17th Vidhan Sabha would be remembered for many other things, as it witnessed the making of three governments within a span of five years, starting with the NDA government and ending with the NDA government, though Nitish Kumar remained the only constant as the CM. The five-year period saw five Deputy CMs in Bihar and three Speakers.
The 17th Vidhan Sabha would also be remembered for its centenary celebrations, which former President Ram Nath Kovind and Prime Minister Narendra Modi graced. Modi became the first PM since independence to visit the Bihar assembly and he unveiled the Shatabdi Smriti Stambh (centenary memorial column) and laid the foundation stone of the Vidhan Sabha Museum. Speaker Nand Kishor Yadav, in his concluding address, said that the five-year legislative journey has reached its destination to herald a new beginning to carry forward the unfinished work and will leave a lot of memories to cherish and draw strength from.
"Despite all differences and heated exchanges, democracy remained alive due to meaningful discussions on a number of issues, policies and legislations. The best part of democracy is that it embraces change and the Vidhan Sabha will also play its constructive role....
