PATNA, May 21 -- Ahead of the state assembly polls, the organisational polls in the state's biggest opposition party, Rashtriya Janata Dal (RJD), have been rolled out. They will see election of new office-bearers at the block and district level. The party will also decide the party's new state and national president by July 5. The election of these two pivotal party posts has generated a lot of curiosity. The election will see participation of newly enrolled 1.07 crore members, inducted in the membership drive carried out for last many months. There are chances that RJD chief, Lalu Prasad Yadav, who has been the head of the party since its formation in July 1997, will continue for another term of three years by getting elected unanimously while speculation is also rife that the party is not very keen on replacing incumbent state president and former minister Jagada Nand Singh from the post of state president, knowing it could prove spoiler in the state's caste centric political matrix. "The party is gearing up for the polls and caste arithmetic is important factor apart from people's issues. So, any change in the organisational structure has to be done keeping many factors in mind. It is not likely there would be any change in the top organisational structure, especially as far as the question of replacing the national president is concerned," said a senior RJD leader, seeking anonymity. Sources said that the party managers still feel RJD chief Lalu Prasad Yadav, despite his ill health, should continue as national president for another term, even though there are voices in the party seeking elevation of Prasad's son. Lalu's younger son Tejashwi Yadav is an obvious heir apparent. He is de facto leading the party so that there is no friction within the party over top leadership ahead of the October assembly polls and also party's core vote bank is kept intact. There are also speculations that the party is not in mood to replace state president Jagada Nand Singh in the organisational revamp despite the former minister, considered one of the loyalists of RJD chief, is said to be 'upset with the party' for last many months. It is said Singh is 'annoyed' with the party after his son Ajit Kumar Singh got defeated in the November by-poll last year. Singh has not come to the RJD office frequently of late and preferred to stay more at his native village, sources said. One of the reasons being cited for Singh's likely continuance is the party's apprehensions that any move to replace the veteran leader, who is considered a prominent Rajput face in the party, may send a wrong message among party's voters' especially forward classes ahead of the state polls. "Singh is one of the party's senior most leader and also a prominent Rajput face, especially in Rohtas, Kaimur and Buxar belt. If he is replaced or he himself does not want to continue in the post, there are chances possible discontent among Rajputs of central and south Bihar. So, the party may not take the risk at this point," said another RJD leader. He said that Singh is being mollified by the party's senior leaders and may be asked to continue for another term or at least for next six months till the conclusion of the state polls. Meanwhile, party's state chief spokesperson Shakti Singh Yadav, in a statement on Monday, said that state president Singh has been advised not to sit for long hours, a reason why he is not coming to office. "The party will announce its 'new state president on June 21," he said. However, the statement has triggered speculation that the party may be keeping its options open for election of new state president by replacing Singh. Insiders said that there are many senior leaders who could contest for the state president's polls like former minister Kumar Sarvjeet, former minister Alok Kumar Mehta and former MP, Magni Lal Mandal. Chittaranjan Gagan, party's assistant electoral officer for the organisational polls and also spokesperson, said that "party's organisational polls are democratic and all party functionaries from booth to national president would be elected by party members". "We will have a new set of party office-bearers by July 5. The new national president of the party would be elected and announced on July 5, during the party's national council meeting in Patna," Gagan said....
