PATNA, May 7 -- Raj Bhawan in Bihar is set to frame new statutes for the terms and conditions for appointment of Financial Advisors, Finance Officers and Registrars in the universities of Bihar and has circulated the draft for suggestions and opinions within 10 days, which ends on May 7. The Chancellor office has already written to all the vice chancellors that it would also send guidelines in keeping with the May 3, 2024 with regard to appointment of principals in the constituent colleges to ensure that it was not done without consultation with the representative of the Chancellor. Robert L Chongthu, Principal secretary to the Governor, had circulated the draft statutes for FA, FO and registrars to all the universities for opinion. These are three key positions responsible for running the university administration. As per the draft statute, the VC would prepare a panel of three names each for the post of financial advisor and registrar and send it to the Raj Bhawan for making the final decision on one for the each post. The eligibility criteria for the appointment of registrar lays down that a person should have knowledge or experience of academic or educational or institutional administration as professor or as teacher, academic or research staff with a service of eight years in the rank/grade of Associate Professor (or equivalent). However, for central universities, the rules of the ministry of education, government of India, mandate 15 years of experience as Assistant Peofessorin the academic level 11 and above or with eight years of service in Academic Level 12 and above, including as Associate Professor, along with three years experience in educational administration or 15 years administrative experience of which eight years shall be as deputy registrar or an equivalent post. "As per UGC model recruitment rules, deputy registrar is also a Group A post in Level 12, but it is not clear if they could figure in the panel of VC for any state university. Those who have worked as assistant or deputy registrar for a long time would certainly have better exposure to handle things in the state university," said Federation of university teachers' association of Bihar (FUTAB) working president KB Sinha.
