Guv okays rules for univ officials' appointments
PATNA, May 29 -- Bihar Governor Arif Mohammad Khan, who is the Chancellor, on Wednesday approved the Statutes containing the Terms and Conditions for appointment of Financial Advisor, Registrars and Finance Officers in the universities of Bihar.
The new statutes for the three key positions would supersede the existing statutes promulgated in 2010, said the Raj Bhawan notification issued by Robert L Chongthu, principal secretary to the Governor.
The statutes were prepared by the committee comprising three Vice Chancellors of Jai Prakash University (Chapra), Aryabhatta
Knowledge University (Patna) and Dr Rajendra PrasadCentral Agricultural University!(Pusa, Samastipur) and later the opinion of all the VCs and the State Government (Bihar State Higher Education Council, Patna) was sought on it.
The Chancellor, also approved the statute for the appointment of registrar of Nalanda Open University, prepared by the same Committee. However, the posting of principals in the constituent colleges of Bihar remains uncertain despite recommendation of 116 names sent to the universities on March 24 itself, as the Patna High Court has put under abeyance the May 16 Raj Bhawan direction to all the VCs laying down the process.
The recent bomb blast incident in BN College of Patna University, in which a student died allegedly for want of timely medical help, also exposed the way institutions run. The governor himself visited the college after the incident, but no head has rolled so far even though the college has the same principal for over a decade....
