PATNA, Feb. 7 -- Parliamentary affairs minister Vijay Kumar Choudhary on Friday said in Bihar Vidhan Sabha that the state government had made a special programme in the light of the findings of the socio-economic survey, which found 9.4 million poor families in the state, and had made adequate provisions in the budget for 2026-27 to ensure that the benefits reached the targeted group. "The government is working on it seriously and the budget has made provisions," he said, while responding to the statement of Bibhutipur MLA of the CPI, Ajay Kumar during the general discussion on Bihar Budget. The discussion will continue on February 9, when the government will also give its reply. Kumar said the budget lacked provisions even for the programmes needed in the light of the socio-economic survey findings, as Bihar continued to grapple with problems of migration and poverty. "The government may have changed the name of employment scheme to Guarantee for Rojgar and Ajeevika Mission (Gramin) (VB-G RAM G), but the fact is that wages in Bihar remain the lowest and it is difficult to find farm labourers at that rate," he added. CPI-ML MLA Sandip Sourav raised the issue of alarming increase in public debt to Rs.4,46,326-crore and lowest per capita income, which was almost one third of the national average, describing the budget as a mere jugglery of figures. "Against the nation average of Rs.1,88,892, the per capita income in Bihar is just Rs.68,624, while in 11 districts it is less than Rs.50,000," he added. AIMIM's Akhatarul Imam said the per capita income in Seemanchal was just Rs.26,000 and the area witnessed huge migration due to stark poverty. "The government claims that the budget is big, but what is the gain when the masses don't benefit?" he asked. However, due to overwhelming strength in the House, the treasury benches got bulk of the time and all the NDA constituents utilised it for lavish praise of the government for a forward-looking budget to add pace to state's next stage development while maintaining fiscal discipline. "The budget is a reflection of the government's commitment to inclusive development. The budget in 2004-05 was of just Rs.23,885-crore and 20 years later it has reached Rs.3,47,589-crore, which is almost 15 times. And it is not just size, the state's growth rate has also gone up to reach 13.1% at current price in 2014-25," said BJP MLA Rajneesh Kumar....
