PATNA, Oct. 15 -- The Bhagalpur range Inspector General (IG) of police has initiated action against two police Inspectors and two Sub-Inspectors (SIs) for negligence and biased conduct against a medical officer of IGIMS, attempting to implicate him in a false case. The officer, Dr. Naval Kishore Singh of the cardiology department, had lodged a formal complaint at Jogsar police station on December 21, 2024, regarding a land dispute involving Shankar Pal and others. Range IG Vivek Kumar ordered departmental proceedings against then Circle Inspector Shanta Suman, then Station House Officer (SHO) of Jogsar police station Krishnandan Kumar Singh, and SIs Rajesh Kumar Mahto and Harishankar Kashyap. The IG also instructed the Bhagalpur Senior Superintendent of Police (SSP) to conduct further investigation and ensure the case's early disposal. The four police officials were accused of acting in a biased manner against Dr. Naval, presenting false witnesses, and filing a petition before the court seeking action against him instead of taking proper action against Shankar Pal and others. They were alleged to have colluded with opposition party members to create false witnesses and implicate the medical officer. According to Bhagalpur police records, Dr. Naval had filed a case against Shankar Pal of Kahalgaon and 15-20 others, alleging breaking of a wall, forcible entry into his land, theft of an iron gate, and removal of old windows. However, during investigation, the circle inspector, SHO, and the two SIs claimed the allegations were false, submitted a final report favouring the accused, and named Dr. Naval as the complainant-turned-accused. During case review, the IG found inconsistencies in witness statements. Independent witnesses Basu Kumar and Vibhash Kumar gave nearly identical accounts, while witness Deepak Kumar stated that Dr. Naval resides in Patna, whereas the accused lives in Kahalgaon, and they had never encountered each other or had disputes. The IG deemed these discrepancies indicative of bias, warranting action against the officials. Earlier, the Chief Judicial Magistrate (CJM) had ordered on June 25, 2025, to proceed with criminal cases against Dr. Naval. Following this, a summons was issued for his personal appearance.
