Haldwani, Oct. 14 -- Nainital police has booked seven people including Deepa Darmwal, current chairperson of the District Panchayat, Nainital and Harendra Singh Kunjwal, son of former Uttarakhand Assembly Speaker Govind Singh Kunjwal (who was speaker in Congress regime) in case of alleged land fraud case. Kathgodam police station officer Vimal Mishra said a case has been registered against all the seven accused under Section 420 of the Indian Penal Code (cheating and dishonestly inducing delivery of property), based on a complaint filed by Gaulapar resident and RTI activist Ravishankar Joshi. The complaint has alleged fraudulent regularisation and sale of 3.107 hectares of land in Gaulapar, originally under the name of Balwant Singh. The land's conversion was approved by the District Magistrate's office on February 18, 2016, despite a 1991 DM order rejecting Singh's earlier claim and classifying him as an illegal encroacher. The seven accused include Deepa Darmwal, current Chairperson of the District Panchayat, Nainital; and Harendra Singh Kunjwal, son of former Uttarakhand Assembly Speaker Govind Singh Kunjwal. Others named include Chetan Gupta, Anita Gupta, Meenakshi Agarwal, Arvind Singh Mehra, and Ajay Kumar Gupta-all residents of Haldwani. Joshi alleged a conspiracy involving revenue officials and politically connected land dealers. He alleged forged affidavits, concealed land ceiling violations, and fake documentation in the matter. "A key aspect of the fraud involves affidavits falsely claiming payment of "Nazrana" (mandatory tribute at 40% of the circle rate) on two different dates-December 29, 1989, and March 20, 1978. Singh later admitted he had no documentary proof of such payments", he said. Despite objections raised by the Officer in-charge of the DM's office in February 2016, revenue officials cleared the land conversion. Revenue inspectors and tehsildars allegedly certified that Singh did not exceed the land ceiling limit, despite his reported ownership of land across villages in Haldwani Tehsil, including Jagatpur and Kunwarpur. Joshi said in a suspicious move, Singh donated the entire land to Ravi Kant Phulara-a financially weak man unrelated to him-on March 10, 2016, even though Singh has two living sons. On May 9, 2016, just two months later, Phulara sold the land to seven individuals. Allegedly, one of Singh's sons later repurchased part of this land from Phulara. The complaint further alleges that Phulara may have been coerced or held captive by the land mafia, forced to sign documents and surrender proceeds....
