PATNA, June 26 -- Voters in Bihar will have to furnish documentary proof to establish date of birth and/or place of birth of one of/or both of their parents (depending on date of birth of the elector or those applying to become voters). This is part of the new directives of the Election Commission of India (ECI) that is conducting the Special Intensive Revision (SIR) of electoral rolls, that kick-started in the state on Wednesday. The new SIR directive aims to ensure that only genuine citizens of the country get enrolled for voting. It also seeks to delete ineligible voters or those having their names registered in two constituencies (having not omitted their names from previous addresses despite migration/ shifting on account of job, marriage or family issues) from the list. The verification through proof, according to officials, will also ensure that names of dead voters is deleted. The SIR is being done in Bihar in the run up to the assembly polls scheduled to be held in October-November this year. The last such exercise was conducted in 2003. "The SIR directives are detailed and would be followed in principle by the booth level officers( BLOs), who would be making house to house verification of voters. The exercise has begun from today and will continue till July 26," said a state election department official. As per SIR the guidelines, the electors who were born in India before 01.07.1987 will have to give only one document for self (from the list of 11 different documents) establishing date of birth and/ or place of birth. Those born between 01.07.1987 and 02.12.2004 would have to provide any one document establishing date of birth and /or place of birth along with any document, for father or mother, to establish their date of birth and / or place of birth. The electors born in India after 02.12.2004 will have to give proof of selfto establish date of birth/ place of birth, provide documents for father, establish date of birth/ place of birth and also document for mother establishing date of birth and/ or place of birth . If any of parents is not an Indian, a copy of his /her passport & visa at the time of birth has to be provided. The list of documents valid for submission in support of the declaration include any identity card/ pension payment order issued to regular employee/ pensioner of any central government / state govt /PSU (2) any identity card/ certificate /document issued in India by government/ local authorities /banks/ post offices /LIC/PSUs prior to 01/07/1987. (3) Birth certificate issued by the competent authority(4) Passport (5) Matriculation/ Educational certificate issued by recognised boards/universities (6) Permanent residence certificate issued by competent state authority (7) Forest right certificate (8) OBC/SC/ST caste certificate ( 9) National register of citizens( wherever it exists) (10) family register prepared by state /local authorities ( 11) any land/house allotment certificate by government. "All electors in the state who are enlisted in the rolls or those applying to get their names enrolled in the voters' list will have to fill up the enumeration forms to be provided by the BLOs with documents establishing their date of birth and /or place of birth as well as their parents ( depending on the date of birth of electors like before 1987 or after)," said another EC official. The draft roll of the updated electoral rolls after all electors are verified following submission of pre-filled enumeration forms by the voters will be done on August 1.The period for filing claims and objections will be from 01.08.2025 to 01.09.2025 and the final publication of the rolls will be done on 30.09.2025. Incidentally, the voters who were enrolled in the electoral roll in Bihar as on 01.01.2003 as qualifying date, will not be required to attach any additional document along with the enumeration form, except the extract of the roll. State election officials saidthat the central election commission had made exception for voters having their names enrolled in 2003 voters list in Bihar from attaching any additional document as the last SIR was done in that year and it is presumed all the enrolled electors then were citizens of the country having attained the age of 18 after the enactment of the Citizenship Amendment Act, 1986....
