Decks cleared for two special units to tackle substance abuse
PATNA, June 10 -- With drug abuse taking a menacing turn in the state and taking various forms, the Bihar government has decided to constitute two new units with ADG/IG rank officials heading them. The units will be Cyber Crime-cum- Cyber Security Prohibition-cum-Narcotics (State anti-Narcotics/Prohibition). Once constituted, the Economic Offence Unit (EOU) and the Criminal Investigation Department (CID) will be relieved of the responsibility of tackling narcotics and prohibition related cases.
The home department headed by CM Nitish Kumar has already given its nod for the constitution of the two specialised units and it will soon be taken to the Cabinet for approval, said a senior police official. DG (headquarters) Kundan Krishnan said the move had been taken after growing complaints of youth moving towards substance abuse and even using injectables, thinner and other intoxicants and getting involved in loot, snatching, family feud and other petty crime to satisfy their monetary needs due to their wrong habits.
"Following this, the special task force (STF) collected intelligence to trace the supplies and where they landed. The inputs were alarming and it was found that the supplies came from Nepal, North East, UP and Jharkhand. Chatra and Palamau adjacent to Gaya were also found to be the places from where supplies reached Bihar," he added.
Krishnan said the main objective behind setting up specialised units was to check the supplies of cough syrup, synthetic drugs, injections, prescribed drugs by breaking the supply chain and network involved, which mostly operated through Bihar-Jharkhand border, Ghazipur (UP) in Bhojpur and Motihari, where consignments come from Manipur.
STF, he said, was yet to analyse the trend in eastern Bihar, but the receivers and sub-retailers were being tracked. "The gang members are sophisticated and they find it an easy way of minting money. Many of the hardened criminals are also involved despite serving jail sentences. Bhojpur and East Champaran are suspected to be hubs of substance abuse," he added.
Krishnan said during one raid, names of 12 drug retailers surfaced and one of them led to a mafia, from whom a record of six lakh transactions was detected. "In one instance, an old Maoist's name, who hails from Gaya, also surfaced," he added.
The ADG said the Narcotics Control Bureau (NCB) and para military forces had been on constant vigil and catching the smugglers, but the state government also needed to contribute through deep rooted investigation, as ultimately coordination would be crucial to take on the challenge.
"The new units will have seamless coordination with the NCB through their state-level network comprising officials at the district level," he added.
He said the new units would have the posts of SP (Operations), SP (Security) and SP (Training), besides a state-of-the-art cyber lab....
