Dehradun, June 24 -- Congress welcomed the Uttarakhand high court order to stay the panchayat elections, claiming it corroborates their allegations on the government's reservation rotation process in the local body elections. Suryakant Dhasmana, state Congress vice president , said, "We welcome the high court's order. The high court has corroborated our allegations on the reservation rotation process adopted by the state government." He said a Congress delegation, including state president Karan Mahara, and Leader of Opposition Yashpal Arya, also met state election commissioner Sushil Kumar over the issue. Mahara alleged, "The ruling BJP in collusion with district administrations and the Panchayati Raj department, manipulated the reservation process for panchayat election. The reservation roster was nullified, and disrupted seat allocations across the state, including those reserved for Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Classes (OBC), and the general category." Mahara said even though the state election commission has already released the schedule for the panchayat elections, voters have not yet received the electoral rolls. Leader of Opposition Yashpal Arya alleged large-scale discrepancies in the voter lists, apart from the reservation issue. He accused the BJP of including individuals who had recently voted in municipal elections as urban voters in the rural panchayat rolls. Arya demanded that the state election commission instruct presiding officers to bar such individuals from voting or contesting in the panchayat elections. Former Congress state president Ganesh Godiyal claimed that there were serious flaws in the publication of the interim reservation list. He said that objections were sought on one version of the reservation order, but the final list was issued based on another version, without giving the public an opportunity to raise objections. Dhasmana alleged that the ruling party puts pressure on presiding officers to wrongly cancel nomination papers of opposition candidates. "The same pattern was seen during municipal elections," he said. He demanded that the state election commission issue strict instructions to all presiding officers to ensure that the nomination process is conducted fairly and transparently, and that valid nominations are not rejected under any political pressure. State election commissioner Sushil Kumar assured the Congress delegation that the panchayat elections would be conducted with fairness and transparency. He (Kumar) told us that clear instructions to this effect have already been issued to all district magistrates and officials involved in the election process," he said....
