India, March 30 -- PATNA: The disciplinary committee of the Bihar Pradesh Congress Committee (BPCC), headed by senior leader Kapildeo Prasad Yadav, will on Monday examine the explanations given by three party MLAs who stayed away from voting in the Rajya Sabha elections on March 16. The three legislators - Surendra Prasad Kushwaha (Valmikinagar), Manohar Prasad Singh (Manihari) and Manoj Kumar Biswas (Forbesganj) - did not cast their votes even though the Congress had directed all its six MLAs in the assembly to support the opposition candidate. Their abstention, along with that of RJD MLA Faisal Rahman from Dhaka, contributed to the defeat of AD Singh, the INDIA bloc's nominee for the fifth seat. Singh fell short by just four first-preference votes in what was otherwise a keenly watched contest. The Congress had promptly issued show-cause notices to the three MLAs. According to party sources, the responses will be opened and scrutinised on Monday, especially after Sunday's meeting between Kushwaha and Ashok Choudhary, the Janata Dal (United) leader and minister for rural works department. The closed-door meeting has triggered intense speculation that Kushwaha may be preparing to switch sides and join the ruling NDA. Kushwaha, however, dismissed the rumours as "baseless". He said the discussion with Choudhary was limited to developmental issues in his constituency. "I met the minister to request construction of a few roads and culverts...Every MLA has to meet ministers to get work done for his or her area," he added....
