India, Oct. 31 -- The CPI-ML(liberation) ,a key constituent of the INDIA bloc in Bihar, is contesting in 20 seats as part of the seat deal with allies like RJD and Congress by promising new initiatives for land reforms, identity cards to sharecroppers, land for landless and regular wages to scheme workers including ASHA , Mamata and Jeevika workers. In an interview with Anirban Guha Roy, general secretary of CPI-ML(Liberation) Dipankar Bhattarcharya said the state was looking forward to bringing a change in government and this election, the verdict would be decisive as there was widespread resentment among all classes of people against alleged failures of the NDA government. Excerpts: The poll agenda is a change of government. There is no redressal of major issues plaguing the state like unemployment, migration, law and order and working class not getting proper income and voices of contractual and outsourced staff and scheme workers getting suppressed. There is complete collapse of governance in the state and crime has increased. We want a people's government and higher income for farmers, better protection for sharecroppers, land for the landless as we have promised to give 5 decimal land to every homeless/landless family in rural areas and three decimal land to every homeless/landless family in urban areas. This would be possible by implementing D Bandyopadhyay commission report, which had recommended that the ceiling of land be capped at 15 acres , which would leave 21 lakh acre of land for distribution The bogey of 'Jungle Raj' is just a ploy by NDA to divert attention from its own failures and instill fear among people, which is only indicative of how the ruling coalition have lost their support among people. In the name of development, NDA has given some fancy flyovers and by-passes . This is what is called the ' flyover- bypass' model of government where people in general and their aspirations have been 'by-passed' . In Bihar, crime has increased in an unprecedented scale while students, teachers and working class who have sought their rights or raised voices against malpractices have been brutally suppressed. There is now "Maha Jungle Raj" prevailing in the state under NDA rule. No, there is no contradiction at all. What we are saying is that we will give land to the homeless/landless by distributing land available after the ceiling is implemented strictly. This initiative will never come in the way of setting industries. Bihar does need industries and there is a wide scope of enterprises or small scale industries in the farm sector, food processing etc. We want employment oriented industries in the state so that more people can get jobs. There is a need for higher employment in the state as Bihar is primarily an agricultural state and small, marginal farmers would get work if agro based industries get a boost. We are always in favour of industries but it should generate more employment for all. There has been a significant exclusion of voters in the Special Intensive Revision (SIR) with a big chunk of poor, marginalised sections of voters getting excluded. There is also apprehension whether the election would be free and fair or not. These are our biggest challenges in this election. The impact of SIR is that a big number of voters have got disenfranchised despite our protests and opting for legal options to get the matter redressed. Again, the rising atrocities by feudal classes against poor and marginalised sections has posed another challenge. The BJP has given a new restoration of life to feudal forces in Bihar in the last many years and it's evident with the party giving tickets to 49 candidates , who come from a class of castes having 16% population. Of course, we are confident of forming the government and our party itself is looking at improving its tally from 12 seats to more . In 2020 polls, we had won 12 seats out of 19 seats and I feel, the INDIA bloc would win all 22 seats in the old Shahabad region unlike in 2020 polls when we had won 20 out of 22 seats. There will be a clear verdict this time in our favour. See, this is a hypothetical question at present. But yes, we are open to any realignment with forces with a secular background. There is already tension within the JD(U) and there are speculations of how the JD(U) is wary of a power capture by the BJP. But we feel the verdict would be clear this time. Besides, there have been alliances with JD(U) in the past with our coalition. Yes, we are open to this idea. In 2022 when the Grand Alliance formed the government, our party had not participated in the government because there were issues about its stability and other factors. This time, we are open to the idea of joining the government, if our coalition gets majority....
