PATNA, May 17 -- With the Raj Bhawan constituting the committees along with nomination of its all- woman representatives and issuing detailed guidelines for random selection, decks have finally been cleared for the posting of principals in constituent colleges of different universities from the recommendations sent by the Bihar University Service Commission (BSUSC) As per the Raj Bhawan letter issued by Robert L Chongthu, principal secretary to the Governor, to all the vice chancellors of state universities on Friday, the three-member committee comprising the concerned V-C, registrar and the nominee of the Chancellor would follow the laid down procedure, which includes random lottery method to be carried under videography. "The name cards of recommended principals and subdivision-wise list of colleges in alphabetical order will be prepared under the random selection through lottery method to ensure that each one has an equal chance of being selected for a particular college. The recommended principals will be asked for their choices of subdivision, not any particular colleges," says the guideline. The choices from the recommended principals may be obtained on the posting of husband and wife in the same university or public service and the concerned person or his dependents suffering from any life-threatening disease or physical disability, to be decided by the medical board and supported by a personal affidavit. Apart from the two reasons, no other basis will be entertained. "The random selection from a lot of draws for the remaining principals will be done by an office attendant under camera in English alphabetical order strictly in keeping with the statute. During the random selection through lottery, the local public representatives will also be invited to witness the process if they would like," says the guideline. A significant aspect of the Chancellor's nominees for the 12 universities is that they are all women and have been randomly placed. For the Pataliputra University, where stakes are high, Veer Kurt Singh University's Dr Madhurima Mishra is the nominee, while for Patna University Prof Rehman Jahan of Magadh University has been nominated. Other nominees include Prof Tuhina Vijay (Purnea University) for KSD Sanskrit University, Dr Sangita Sinha (BRA Bihar University) for JP University, Dr Manju Kumari (Munger University) for TM Bhagalpur University, Prof Manju Roy of (LNM University) for Purnea University, Prof Rukhshana Khatoon (JP University) for BRA Bihar University, Prof Puneeta Jha ((LNMU) for BN Mandal University, Dr Rimjhim Sheel (Pataliputra University) for Magadh University, Prof Kumari Sudama Yadav (TMBU) for Munger University, Prof Usha Sinha (BNMU) for LNM University and Dr Namita Kumari (PU) for VKSU. For the first time BSUSC had on March 24 recommended the names of 116 principals in the state's constituent colleges, where stakes are always high for the position, leading to unsavoury controversies in the past. The commission has published the merit list with allotment of universities. There were 158 candidates interviewed, while 141 applications could not be shofrtlisted during scrutiny. This is the first time the commission has carried out such large-scale appointment of principals in colleges. Earlier, due to arbitrariness involved, the matter had gone up to the high court and Supreme Court and several appointments had to be quashed, but the problem could not be dealt with due to high stakes involved....
