PATNA, May 17 -- A general manager in a power utility company of the Bihar government resigned on Wednesday citing pressure due to "inappropriate" and "immoral" orders of his boss, the official mentioned in his resignation letter seen by the Hindustan Times on Friday. Anil Kumar, the employee in question, who was general manager, human resources and administration, holding additional charge of land acquisition officer in the Bihar State Power Transmission Company Limited (BSPTCL), a subsidiary of the Bihar State Power Holding Company Limited (BSPHCL), resigned on May 14. In his resignation letter, addressed to Nilesh Ramachandra Deore, managing director (MD) of the BSPTCL, Kumar cited pressure due to "inappropriate" and "immoral" orders of the BSPHCL chairman-cum-managing director (CMD) Pankaj Kumar Pal, bringing to the fore that everything was not hunky-dory in the state's power utility company. Pal, the CMD, used to give verbal orders to not send some files to Deore, the MD of BSPTCL, even if he would ask for them. As the MD of BSPTCL, an independent company, Deore could ask for any file of the transmission company that the CMD was allegedly trying to stonewall by pressurising other lower ranked officials. Kumar, as the GM of HR and administration, would mostly handle files related to inquiry and punishment of employees. He could not handle the pressure, said people familiar with the matter. Kumar, a Bihar Administrative Service (BAS) officer of 1992 batch, had superannuated as the joint secretary in the department of health on March 31, 2021. He then took up a three-year contractual appointment as the GM, HR, in the BSPTCL in December 2022. His three-year term was to end in less than seven months.
