PATNA, Feb. 19 -- Rural works minister Ashok Choudhary on Wednesday hit out at the Opposition critical of the department's functioning, drawing a comparison with the situation in the state prior to 2005 to underline the long distance the state has covered.
The minister went on to say as he finished his reply that those who had moved the cut motion should withdraw it, else the department would not carry out work in their Vidhan Sabha area.
However, by then the Opposition had staged walkout, accusing the minister of speaking on everything except his department, and Rs.1,1312.17-crore budgetary demand was passed by voice vote. Cut motion is moved after prior approval of the Speaker to the notice served for the purpose. A cut motion is a special power exercised by members to oppose or reduce specific demands for grants in the Finance Bill proposed by the government. It serves as a tool for financial control, highlighting policy issues or wasteful expenditure, and if passed, acts as a vote of no-confidence.
Of the five MLAs who had given prior notice, RJD MLA Rahul Sharma was asked to move his cut motion, who started off by raising lack of connectivity to Dalit and Mahadalit Tolas and rampant corruption in the department....
