PATNA, May 31 -- The Bihar government on Friday notified reconstitution of the Savarn Aayog (Upper castes commission) by nominating senior BJP leader and former member of the legislative council (MLC) Mahachandra Prasad Singh as its chairman. National spokesperson of Janata Dal (United) Rajiv Ranjan Prasad has been appointed as the vice-chairman. Three other members - Dayanand Rai of Darbhanga, Jaikrishna Jha of Patna and Rajkumar Singh of Bhagalpur have also been included in the commission. The general administration department issued its notification in this regard. Reconstitution of the upper castes commission assumes significance, as the Central government has announced to conduct the caste-based census across the country under an apparent pressure from the opposition parties, which have been hankering for raising the bar for reservation in government jobs and educational institutions for the scheduled castes, extremely backward classes, scheduled tribes, etc, clamming that they still remain marginalised in the society. Waking up to the demands of upper caste leaders, the National Democratic Alliance (NDA) government led by Nitish Kumar had set up the Savarn Aayog in the year 2011 to assess educational and financial conditions of the poor among upper castes. The commission was then headed by a retired judge of Allahabad high court DK Trivedi. BJP leader Shailendra Kumar has been named ST Commission head The state government has reconstituted the state scheduled tribe (ST) commission. Senior BJP leader and state ST unit head Shailendra Kumar of West Champaran has been made the chairman of this commission, while Surendra Oraon has been appointed as the vice-chairman and Premshila Gupta, Tallu Baski, Rajkumar have been named as members.
