PATNA, July 16 -- The Bihar cabinet on Tuesday gave its nod to create 10 million new jobs and employment opportunities in the state over the next five years by 2030, said a government press release issued by the Information and Public Relations Department (IPRD). Giving approval to the labour resources department's proposal in this regard, the state cabinet set a target to create one crore new jobs and employment opportunities between 2025 and 2030. The jobs and employment opportunities will be created both in government and private sector apart from firms/entrepreneurs getting aid in any form from the government, cabinet secretariat department's additional chief secretary (ACS) S Siddharth told reporters here in a post cabinet briefing. A total of 30 decisions were taken at the cabinet meeting chaired by chief minister Nitish Kumar. It also decided to set up a 12-member high level committee chaired by the development commissioner to give its suggestions to the government after considering all the possibilities and alternatives for the purpose. The committee will comprise 11 department heads, including additional chief secretary, principal secretary or secretary of the finance, general administration department, agriculture, rural development, animal and fish resources, industries, information technology, science & Technology, education, tourism and labour resources. The decision would help the state's youths financially, besides giving a boost to investment that would in turn spur industrial activities, the IPRD release said. The cabinet also vetted a proposal to give Rs.5 lakh as ex-gratia to the next of the kin of a businessman if s/he dies in an accident, provided the businessman is a resident of Bihar or has registered his business in the state. It approved the commercial taxes department's proposal "Bihar Vyavsayi Durghatna Mrityu Anudan Yojana, 2025" (Bihar Businessmen Accident Death Scheme, 2025), extending the benefit of the social security scheme to the non-corporate tax-payers who are residents of the state or their businesses are registered in the state, Siddharth said. Apart from benefitting the state's businessmen, it would also cover the GST tax-payers. The cabinet also sanctioned Rs.394.41 crore as grant in aid to secondary and higher secondary schools for payment of lump-sum amount to teaching and non-teaching staff, said Siddharth, adding that after abolishing the unaided education policy, the government gives grant to such schools based on the number of students passed from the school in different divisions. The cabinet also sanctioned Rs.179.37 crore for maintenance of the priority corridor of Patna Metro Rail Project for two years and eight months (August 2025 to March 2028), Siddharth said and added that the sum would be paid to the Delhi Metro Rail Corporation. Besides, it also approved Rs.21.15 crore for taking on rent the three-car single trainset metro for three years, he added. The metro train is first expected to begin its service on the priority corridor on an elevated section between Malahi Pakri and New ISBT. The cabinet decided to give a one-time honorarium of Rs.6,000 to 77,895 booth level officer (BLO) and 8,245 BLO supervisors for carrying out the ongoing special intensive revision (SIR) of the electoral roll in the state, said Siddharth, adding that Rs.51.68 crore has been sanctioned for the purpose. Among the other important decisions, the cabinet also sanctioned Rs.80 crore for purchase and installation of machinery, equipment, tools or computers for workshops and laboratories in 46 government polytechnic colleges managed by the science, technology and technical education department. In a similar decision, Rs.90 crore was sanctioned for purchase and installation of machinery, equipment, tools or computers for workshops and laboratories in 38 government engineering colleges of the state. The cabinet also sanctioned an estimated Rs. 7,832.29 crore for expansion, renovation and modernisation work of the Western Kosi Canal Project, the ACS said, adding that the project is expected to be completed by the end of March 2029. On the completion of the project, it is expected to benefit 16 blocks of Darbhanga district and 20 blocks of Madhubani district. The cabinet also approved the finance department's proposal for payment of 30% of basic salary as risk allowance to the personnel of the bomb disposal squad, subject to a maximum payment of Rs.25,000 per month. Dearness allowance would not be admissible on this amount. It also approved a proposal to give annual increments to the officers of the Bihar Judicial Service with effect from January 1, 2016 on the lines of state government employees. The cabinet also approved Rs.5,119 crore for the development of Munger (Safiyabad) - Bariyarpur-Ghorghat-Sultanganj (42 km) and Rs.4,849 crore for Sultanganj-Bhagalpur-Sabour (40.80 km) under the Ganga Path project that will be executed on the hybrid annuity model (HAM). Under the project, an alternate bypass and Ganga Path along river Ganga will be constructed in order to provide a smooth, safe, and uninterrupted ride for commuters, reduce congestion, and boost connectivity in the region. The cabinet also vetted the termination of four doctors of the Bihar health services cadre for prolonged absenteeism of 3-5 years without prior notice or sanctioned leave from the concerned authorities....
