PATNA, June 6 -- The Bihar Health Services Association (BHSA), a forum of government doctors, on Wednesday demanded that the health department revoke the suspension of Dr Kumari Vibha, medical superintendent of the Sri Krishna Medical College Hospital (SKMCH) in Muzaffarpur, and conduct an impartial probe through an independent and specialised committee to ascertain the lapses leading to the death of a minor rape victim on June 1 . In its letter to Bihar health minister Mangal Pandey on June 4, shared with the media on Thursday, the BHSA expressed shock and dismay over the suspension of the SKMCH superintendent for not following referral norms, without the department trying to ascertain facts and waiting for the completion of an inquiry into the case. The BHSA said such action was demoralising for the doctors. It said there was neither any slackness on part of doctors at the SKMCH in the treatment of the victim nor in referring the patient to the Patna Medical College Hospital (PMCH) in an advanced life support ambulance. While demanding that the government conduct an impartial investigation through an independent and specialised committee, BHSA president Dr KK Mani and general secretary Dr Rohit Kumar, jointly demanded that in future the government should review facts before taking any action against doctors or those involved in the administration of health services. The 30-year-old accused, who was arrested the same day, had slit the throat and inflicted multiple injuries on the chest and abdomen of the child victim. She was admitted to the SKMCH for four days between May 26 and 30, before she was referred to the PMCH in Patna on May 31. She was admitted to the gynaecology ICU of PMCH albeit after a delay of over a couple of hours when she was kept waiting in the ambulance, and succumbed to her injuries on June 1. The NDA-led government in the state has drawn flak from within and outside the alliance, with different political parties criticising the law and order situation as well as the insensitive attitude of doctors at the PMCH for keeping the patient waiting in an ambulance for hours before providing her an ICU bed. Taking suo motu cognizance of media reports, the National Human Rights Commission on June 1 issued notices to the chief secretary and the director general of police of Bihar, seeking a detailed report in two weeks....
