Bhagalpur IG seeks action against 10 cops for dowry death 'cover-up'
PATNA, Aug. 2 -- Bhagalpur range IG Vivek Kumar has recommended action against the ten police officers, including two DSP rank officers, on charges of influencing the prosecution case and negligence during the investigation in the seven-year-old murder case of one Rajni, who was force to drink acid because over dowry at her in-laws' house located at Akbarnagar police station of Bhagalpur.
The two DSPs -- Nisar Ahmed Shah and Dr. Gaurav Kumar -- was the supervisory authority in the murder case while eight police officers including inspector Vikas Kumar Singh, sub-inspector Naseem Khan, Muhammad Waris Khan, Muhammad Dilshad, Santosh Kumar Sharma, Pushpalata Kumari, Santosh Kumar Sharma, Rakesh Kumar and Jitendra Kumar were investigating officers (IOs) of the case.
During review of the pending cases, the IG noticed that the DSPs in their tenure of three years each as Law and Order's DSP, did not issue progress report (PR) of the serious nature of the case, as a result the case reached the stage of closure. As per norms, DSP should have issued PR within 15 days of the registration of the FIR. The IG also said that the viscera of the deceased was not submitted before the court in the stipulated period. As a result, the court rejected the police's plea for order viscera examination due to the possibility of nothing being found after a gap of seven years. Apart from the then IO, seven other investigators did not do any work for almost seven years towards getting the viscera examination of the deceased.
Even the then DSPs-cum-supervisory officers could not perform their jobs honestly. They didn't issue a PR report of the case in which the viscera examination could not be done. In the recommendation against the DSPs the IG wrote a letter to the DGP suspect that due to the absence of viscera examination report and non-issuance of PR report, there is possibility of adverse effect on the prosecution at the time of trial in the case.
