PATNA, Nov. 2 -- Chief minister Nitish Kumar on Saturday outlined his achievements of pulling out Bihar from the moribund state of underdevelopment in his stint in power for the last 20 years by ushering development in all sectors and reinforcing that the progress witnessed in the state under his tenure has given a halo to Biharis, who were previously looked upon with indignation. The CM said this in a first video message during the poll campaign as inclement weather forced cancellation of some physical political rallies. He exhorted people to ensure the victory of the ruling NDA so that the development march continues to move ahead unhindered. "Today, being called a Bihari is no more an insult but a matter of pride. Our NDA government has worked for all sections of people and for everyone transcending caste, religion and community by working tirelessly for the last 20 years to give a facelift to the road sector, education, power sector, farm sector and also generating employment for youths," CM Kumar said. CM Kumar also emphasised that "giving NDA another chance to form government would give further momentum to development and Bihar would be so much developed that it would get a place among 10 top states in the country", adding that NDA governments both at the centre and state had helped in accelerating progress in the state. In his video message, posted on JD(U) X handle, CM Kumar , started off, stating how he had taken the reins of the state by getting a legacy of underdevelopment and poor law and order. "My dear people of Bihar. You must recall I have been serving the state from 2005 onwards . When we took over the reins of the state, it was an insult to be called a 'Bihari'. You all know how law and order was in a bad shape before we came to power. First of all, we worked to improve the law and order," said CM Kumar. Kumar's reference to his efforts to improve law and order in the state as a first priority after coming to power in 2005 was seen as an oblique dig at the previous RJD rule of former chief minister Rabri Devi and RJD chief Lalu Prasad, whose tenure is repeatedly portrayed as 'Jungle Raj' by the NDA in a euphemism to the alleged misgovernance , high crime rate and migration from Bihar. The JD(U) strongman, who is one of the top mascots of the NDA in Bihar contesting 101 seats in alliance with BJP, LJP(RV), HAM(S) and RLM, also laid emphasis on other priorities of his government in last 20 years like giving a facelift to roads, power sector, education, health, drinking water facility, farm sector and also creating employment opportunities for the youths. In the same vein, CM Kumar also outlined his government's big thrust on women empowerment in the last 20 years reminding people that ' in the previous dispensation , no concrete work was done for women uplift. " We have given so much of empowerment to women that they are no more dependent on others and even can sustain their families and educate their children," said CM Kumar, alluding to various projects launched by him in last two decades for the women especially the creation of over 11 lakhs self-help groups under the flagship JEEVIKA programme in which 1.35 crore women are associated for earning livelihood in rural areas along with initiatives like 50% reservation to women in Panchayati Raj institutions and urban local bodies plus reservation for women in jobs. Significantly, CM Kumar also made a strong reference of his priority of working for "everyone and all sections of people" in his stint in power in an apparent bid to reinforce his socialist and secular image. "You all must know, I have worked for all sections, be it Hindus, Muslims, backward classes, EBCs, upper castes, Dalits , mahadalits . I have not done anything for my family,"said CM Kumar, taking an oblique dig at the RJD which he has often accused of pursuing "dynastic politics" and working for certain sections of the society without having inclusivity as its governance agenda. In his message, CM Kumar also underlined how Prime Minister Narendra Modi had given all his support for fast development of the state and helped it run more smoothly....
