PATNA, June 5 -- While protests over rape and murder of a minor girl were still simmering, a 11-year-old girl has been reported to have been raped by a local muscleman in the Turki police station area of Muzaffarpur. The incident took place on May 31 and the police have failed to nab the culprit. Four cops have been suspended for lapses in discharging their duties. According to the complaint filed at the women police station, the incident took place on the evening of May 31 when a muscleman Mukesh Rai lured the Class 8 girl on the pretext of giving her a Teddy Bear and abducted her in a car. "He took her in a dilapidated house and outraged her modesty. Family members of the victim immediately informed the police about the incident and filed a written complaint. The officer on duty asked her to meet the SHO the next day (Sunday). When the mother of the victim approached Turki police station, the cop on duty, without registering the FIR, allegedly called the accused (Mukesh) to the police station in front of the mother of the victim and asked her to file a complaint with the women police station. The women police station registered an FIR and by the time the accused managed to flee," the complaint read. As the news of the incident spread, villagers erupted in anger. On Monday night, they even made the police patrol team hostage for failure in the arrest of the accused. The policemen were rescued after a police team led by rural SP Vidyasagar arrived at the spot and calmed the agitators. He assured to take action against the policemen. Confirming the development, SSP Sushil Kumar said that preliminary investigations into the sexual assault case of the minor that took place on May 31 in the Turki area have revealed that the SHO Pramod Kumar Singh, sub-inspector Manjar Alam and ASI Mohammad Faridi did not act promptly and it caused a delay in registration of the FIR. They have been put under suspension with immediate effect and an inquiry has also been ordered against them. Departmental action will be initiated against them after completion of the inquiry. The special POCSO court issued an arrest warrant against the accused while separate teams raided Patna and Vaishali areas to nab him. Police will now look at the property attachment process of the accused. The SSP further said that police have collected evidence like clothes of the victim and sperm from the spot and sent it to FSL for forensic tests. "The victim's statement recorded before the judicial magistrate and medical examination confirmed the crime. The three policemen remained indifferent even after the mother of the victim approached the police station for registration of the FIR," added the SSP....
