PATNA, Aug. 3 -- Healthcare services at the All India Institute of Medical Sciences (AIIMS), Patna, remained severely disrupted on Saturday as over 500 resident doctors continued their indefinite strike for the second day, demanding a public apology from RJD legislator Chetan Anand over an alleged incident of intimidation and assault inside the hospital's trauma and emergency wing late on July 30. The strike has paralysed key hospital functions, with outpatient and emergency services operating at a fraction of their normal capacity. Only around 750 patients visited the OPD (outpatient department) on Saturday, a half working day - a sharp drop from the usual 4,000. Just 50 patients were admitted to various wards, and the trauma and emergency recorded no surgeries until noon, according to hospital sources. The Resident Doctors Association (RDA) of AIIMS Patna reiterated its demand for a public apology from the Sheohar MLA, who they allege misbehaved with on-duty doctors and allowed his armed security guards to assault an AIIMS security staff member using a pistol's butt. The junior doctors, expressing deep frustration, said the incident has created an atmosphere of fear and insecurity at the institute. "If the health minister in Goa can apologise publicly for misbehaving with a doctor, why can't a Bihar MLA do the same?" asked one of the agitating junior doctors. Doctors also took strong exception to what they termed a "weak FIR" lodged by the AIIMS administration against the accused. During a meeting on Saturday afternoon with AIIMS Patna executive director Dr Saurabh Varshney, the medicos demanded that the FIR be strengthened with provisions under the Bihar Medical Establishment and Personal Protection Act, 2011 (revised in 2014) and the Arms Act, given the alleged brandishing and unlawful possession of firearms on hospital premises. The one-page FIR, filed at Phulwarisharif police station on July 31, states that MLA Chetan Anand's security personnel attacked a hospital guard with a pistol butt, causing facial injuries. It also alleges that the MLA's wife, Dr Ayushi Singh, instigated the attack, while the MLA himself allegedly threatened to eliminate a doctor on duty and tore a guard's uniform....
