Pithoragarh, Sept. 19 -- The Pithoragarh district administration has decided to issue inner-line permits for the second phase of the Adi Kailash yatra, only to pilgrims who have already arrived at Dharchula, officials said, adding that uncertain weather in Upper Dharchula had contributed to the decision. "We have decided to issue permits only to those pilgrims who have already reached Dharchula in anticipation of the second phase beginning from September 15, as announced earlier," said Manjit Singh, in-charge sub divisional magistrate (SDM) of Dharchula. According to officials, over 400 pilgrims from across the country have already arrived in Dharchula. The administration requested tour operators not to call additional pilgrims before September 20. "Considering the vulnerability of the road to Gunji at Kulagad and Dobat, construction companies operating on the Dharchula-Lipulekh stretch have been instructed to keep adequate machinery stationed at these points," Singh added....
