6 bills passed in House amid ruckus over SIR
PATNA, July 24 -- The Bihar Vidhan Sabha on witnessed another day of turmoil over the ongoing Special Intensive Revision (SIR) of electoral roll exercise in the state. The Opposition raised it vehemently and later staged a walkout, while the government still managed to hurriedly go through the important legislative business, which included passage of four new and two amendment bills, without any debate.
With the Opposition, including the RJD, Congress and the Left parties, all fired up, the surcharged atmosphere that led to adjournment in the first half continued in the second also, as the slogan-shouting legislators rushed into the House Well carrying placards and posters to register their protest despite Speaker Nand Kishor Yadav's repeated attempts to restore order.
The Speaker, however, continued with the legislative business and as soon as Deputy CM Vijay Kumar Sinha tabled the first Bihar Agriculture University (amendment) Bill, the Opposition, wearing black for the second day in protest, walked out. The tabling of the bills nevertheless continued with empty Opposition benches and one after another six bills were passed by voice vote, with nobody from the Opposition present to move amendments.
Other legislative business was also taken up with empty Opposition benches. Leader of Opposition Tejashwi Prasad Yadav did not turn up in the House in the second half after his spat with chief minister Nitish Kumar in the first half, which was adjourned till 2 pm after turmoil.
Six bills passed
Jannayak Karpoori Thakur Skill University Bill, 2025: In keeping with its announcement to provide one-crore jobs in the next five years, the government has brought the bill to set up the university, which will include the industrial training institutes (ITIs), polytechnics and skill training centres set up in the state over the years and explore new courses to prepare youth for the emerging job market as well as entrepreurship.
The university will have the chief minister as the chancellor. The V-C will have a tenure of three years and will be from the administration, science and technology, skill development, pharmacy or management. Speculations are already rife about a bureaucrat, superannuating in a few months, taking early retirement to join the post. In the past, many serving or retired bureaucrats in Bihar have been appointed on key posts.
Platform-based Gig Workers (Registration, Social Security & Welfare) Bill, 2025: It aims to provide social security and welfare measures for a growing number of gig and platform workers in the state. It will ensure the identification and registration of the platforms engaging them as well as gig workers for effective implementation of relevant laws to facilitate minimum wages, social security, service conditions and employment agreement. The aggregators/platform will be provided unique identification number (UID).
The government will also set up a welfare fund for gig workers, which will have provision of Rs.4-lakh exgratia, compensation for disability during work, maternity leave and medical facility.
There will be a welfare board constituted for the gig workers under the labour ministry, with the concerned minister as the chairman. Rajasthan was the first state to come up with the Rajasthan Platform Based Gig Workers (Registration and Welfare) Act, 2023 and several other states are also working in that direction.
Bihar Shops and Establishments (Employment and Conditions of Service) Bill, 2025: The Bill will replace the Bihar Shops and Establishments Act, 1953 and lays downs the responsibilities of shop and establishment owners and allows for for 365-day operation with proper facilities and working conditions, including night shift options for women with adequate safety measures and provision of leave, promotion, training and transfer, availability of creches etc. The working hours will also not exceed 48 hours a week, though there will provision of double shift. It will cater to any establishment having 10 or more employees.
Bihar Animal Breeding Regulation Bill, 2025: The bill seeks to provide for regulation of breeding to enhance their productivity and improve the breeds of cattle. It will streamline and standardise semen stations, embryo transplantation laboratory, artificial insemination technicians, artificial insemination training institutes to work under the Bihar Breeding Policy.
Factories (Bihar Amendment) Bill, 2025: The bill proposed amendments in the five articles of the Factories Act, 1948 and addition of new provisions under a new article to ensure ease of doing business. The workers will be earn more through overtime. The move is aimed at giving a boost to economic activity and attract investment.
Bihar Agriculture University (amendment) Bill, 2025: It proposes amendment in the Bihar Agriculture University Act, 2010 to strengthen agriculture education and research, create new posts with the approval of the state government, as the government had received a lot of complaints with regard to appointments in Agriculture University, Sabour (Bhagalpur), raising a question mark over the credibility and transparency of the process.
