6 bills cleared without debate amid Oppn din
PATNA, July 23 -- Bihar Legislative Assembly on Tuesday passed by voice vote six important amendment bills without any debate even as Opposition continued protests in the well of the House over Special Intensive Revision (SIR) of electoral rolls ahead of the Assembly election scheduled later this year.
As soon as the House commenced and the Speaker Nand Kishor Yadav moved ahead with the listed legislative business, leader of Opposition Tejashwi Yadav stood up, saying an adjournment motion had been moved in connection with the ongoing Special Intensive Revision of electoral rolls, as the issue is related to voters, who are key to a thriving democracy.
"There is an attempt to kill democracy in a state, which is called the cradle of democracy. I request you to allow a discussion on the way the Election Commission was going ahead with the SIR. A business advisory committee meeting should be called to ensure discussion on the SIR. Bills will keep coming and we will debate them later," he said.
However, the Speaker did not yield and took up the legislative business. Irked Opposition got inside the well and tried to topple the reports' table despite the presence of marshals waiting to take action in case of such a disturbance. There was warning from the Chair after some members lifted a table that this could hurt them.
Amid the sloganeering by posters and placards carrying opposition members - all in black- the Speaker went ahead and one by one all the six Bills were tabled and passed. The RJD l, Left and Congress legislators shouted slogans against Chief Minister Nitish Kumar, who was also present in the House, and the EC.
"The people are watching your conduct, as the proceedings are being telecast live. This is not the way," the Speaker said, but to no effect on the protesting Opposition legislators.
Soon after all the bills were passed within 30 minutes, the House was adjourned for the day. The House was adjourned in the first half also till 2 pm as the Opposition created ruckus despite the Speaker's repeated requests that he would give them time to speak, provided they got back to their seats and allowed the House to run.
Though amendments were moved by the Opposition, none could be taken up in the din, as the CPI-ML, RJD and the Congress members carrying placards remained unmoved in the well shouting slogans.
Six more bills, including four new ones, are scheduled in the next two days. Sensing the mood, it is apparent that all bills would be passed without any discussion.

Bihar Religious Trust Board (Amendment) Bill, 2025: This is for a comprehensive development of Punaura Dham, which is known as the birth place of Mata Sita, in Sitamarhi as a religious and tourist place of national importance through a committee of eminent personalities and dissolving the Punaura Dham Trust. The head of the trust is also a member of the committee. An ordinance to this effect had been passed earlier for development of Punaura Dham as Ramayan Circuit to ensure its direct connectivity with Ayodhya.
Bihar Goods & Services Tax (First Amendment) Bill, 2025: This is to align the state legislation with required changes to align with the central legislation, Central GST Act, 2017, for uniform implementation across the country
Bihar Nagar Palika (Amendment) Bill, 2025: This is to vest more powers in the chief councillor and deputy chief councillor for development work and ensure quick decision making. It also mandates that the minutes of every meeting be released within 15 days by the councillor chairing the meeting.
Bihar Special Survey and Settlement (Amendment) Bill, 2025: This is to bring in greater purity and transparency in the ongoing special survey in the urban areas. The survey is at present going on in the rural areas.
Bihar Agriculture Land (conversion for non-agricultural use) (Amendment) Bill, 2025; It will allows for the conversion of agricultural land to non-agricultural purposes with prior permission from the Competent Authority, who can be Circle Officer, deputy collector land reforms or anyone deputed by the government, and as per norms.
Bihar Underground Pipeline (Acquisition of Right of Doer of Land) Amendment Bill, 2025: This is to bring parity with the central legislation, Petroleum and Minerals Pipelines (Acquisition of Right of User in Land) Act, 1962, for compensation and market price-related provisions for laying underground pipelines for gas, water or other things. At the central level it is 10% of the market price of the land. The bill will not be applicable to land acquisition....
