150K applications under UCC received in 4 months: Dhami
Dehradun, May 26 -- Chief minister Pushkar Singh Dhami on Sunday said that more than one 150,000 applications have been received under the Uniform Civic Code (UCC), nearly four months after the law was implemented in the state on January 27. The applications have been received from nearly 98% of the villages of the state, he added.
Dhami shared this information while participating in the day-long conclave of National Democratic Alliance (NDA) chief ministers and deputy chief ministers in New Delhi, held under the chairmanship of Prime Minister Narendra Modi, on Sunday, said officials aware of the developments in the meeting.
Giving a presentation on the Uniform Civil Code implemented in Uttarakhand, the chief minister said that a strong system has been created to implement the UCC. "A portal and dedicated mobile app have also been developed to make the process more accessible and smooth for the general public", he said
Dhami informed that a grievance redressal system has also been implemented to overcome the problems faced at the time of registration. "As a result of extensive digital and physical networking, more than one and a half lakh applications have been received from across the state under the Uniform Civil Code in a period of just four months. Not only this, applications have been received from about 98% of the villages of the state, which shows that UCC is getting full support of the public," he said.
The CM thanked the PM and Union home minister Amit Shah for their guidance and cooperation in successfully implementing UCC. "Under the leadership and guidance of the PM Modi, in the 2022 assembly elections, I had promised the people of the state that if we win the elections , UCC would be implemented in Uttarakhand. After the victory in the elections, from the very first day, I started working on implementing UCC in Uttarakhand. A committee was constituted under the chairmanship of justice (retd) Ranjana Desai on May 27, 2022 to draft the UCC bill. Extensive public consultation was done by the committee in all the 13 districts," he said.
He said the committee received about 232,000 suggestions. "The committee not only consulted the common citizens but also interacted with all political parties and heads of various statutory commissions," he said.
He added that the state government passed UCC in the state assembly on February 7, 2024 and sent it to the President. "The President gave her assent to this historic bill on March 11, 2024. Completing the necessary rules and procedures, UCC was duly implemented in the entire state of Uttarakhand on January 27, 2025. Thus, Uttarakhand became the first state in the country to implement UCC on a practical level by giving concrete form to the spirit of Article 44 of the Constitution," he said.
Dhami said that UCC is a constitutional measure to eliminate discrimination in legal matters on the basis of differences in caste, religion, gender and so on.
"Through this, an attempt has been made to give equal rights to all citizens. With its implementation, women empowerment will be ensured in the true sense in the state. Through this, now the evil practices such as halala, iddat, polygamy, child marriage and triple talaq can be completely stopped," he said.
"Our scheduled tribes mentioned under Article 342 of the Constitution have been kept out of this code, so that those tribes and their customs can be protected," he added.
Dhami said UCC is not against any religion or sect, but it is a legal effort to establish harmony among all citizens by eradicating the evil practices of the society. "This was also envisioned by our Constitution makers and included in the Directive Principles of State Policy. Through UCC, the basic beliefs and practices of any religion have not been changed, only the evil practices have been removed. Under UCC, a uniform legal process has been prescribed for citizens of all religions in matters related to marriage, divorce and inheritance. Now, it will be mandatory for the husband and wife to follow the judicial process prescribed for divorce and the practice of polygamy has been completely banned," he said.
Dhami said under UCC, daughters from all religions and communities have also been given equal rights in property. "Along with this, there is no discrimination among children in the right to property, that is, children born on the basis of natural relations, assisted methods or live-in relationships will also be considered to have equal rights in property. Under UCC, parents have also been given rights in the property of children, so that the financial security of the elderly can be ensured", he said.
The CM said that keeping in mind the current situation, with the aim of ensuring the safety of the young generation, especially young men and women, and to protect them from possible social complications and crimes, registration of live-in relationships has been made mandatory. "The registrar will give the information of the couple registering to their parents or guardians, this information will be kept completely confidential. Like the registration of birth and death, registration of both marriage and divorce can also be done through UCC. Along with the implementation of UCC, an effective and clear rule book has also been implemented for its implementation," he said....
