PATNA, Aug. 21 -- General secretary of CPI-ML (Liberation) Dipankar Bhattacharya on Wednesday described the 130th Constitutional amendment bill - provisioning the removal of the Prime Minister, Chief Ministers and other ministers in case they are arrested for 30 days in any case carrying a sentence of five years - as a "death knell for parliamentary democracy." "This bill is aimed at destabilising non-BJP ruled states and their chief ministers and ministers as part of a larger agenda of the BJP. If enacted, it would pose a serious challenge for governments in non-BJP states," Bhattacharya said at a press conference. He urged democratic forces and civil society groups to oppose the proposed legislation. Referring to the first phase of the Voter Adhikar Yatra led by leader of Opposition in Lok Sabha and Congress leader Rahul Gandhi, RJD leader Tejashwi Prasad Yadav and Left parties including CPI-ML (Liberation), Bhattacharya said it had drawn an overwhelming response from the people. "The yatra has turned into a people's movement. We can sense that the people are in the mood for change in the forthcoming assembly polls," he said. On the ongoing Special Intensive Revision (SIR) of electoral rolls in Bihar, the CPI-ML leader alleged that the deletion of 6.5 million voters on grounds of being dead, shifted or multiple entries was a strategy to disenfranchise marginalised and poor sections. "This SIR is nothing but an exercise to delete names. Many voters have also been shown at addresses where their houses are marked as 'O'. The Election Commission claims these voters are homeless. Then how were they verified for such a conclusion?" Bhattacharya asked. Bhattacharya further objected to the Election Commission's daily reports stating that no complaints had been raised by political parties over deletion voters' names. "In reality, a large number of missing voters have submitted applications for inclusion. "The Commission has not issued any format for Booth Level Agents (BLAs) of political parties to file complaints. Only inclusion, deletion or correction of names is possible through prescribed forms," he said. Calling the poll panel's narrative "misleading," Bhattacharya cited the case of one Minto Paswan, who had been declared dead in the draft rolls. "We tried to file a complaint with the CEO, Bihar, but were told it should be lodged in Bhojpur. Nothing has happened since," he claimed. He also criticised the deletion of names of migrant workers on the ground of permanent shifting, calling it a flawed practice. "Most of those removed belong to Bihar but have only migrated outside the state for work," he said.
