PATNA, Sept. 3 -- With the claims and objections period of Special Intensive Revision (SIR) getting over, state election officials on Tuesday said that an estimated 1.7 million plus applications have come for inclusion of names in the electoral rolls while over 200,000 applications have come for exclusion of names either on account of death, multiple entries or other reasons. "The applications for inclusion of names is over 17 lakh including those who have filed their applications after not finding their names in the updated draft rolls. Now, the process of scrutiny of applications with documents and disposal would take place in next few weeks," said an election official, in know of the matter In its daily bulletin on SIR issued on Monday, the Election Commission of India (ECI) had said that 16.56 lakh applications through form-6 for inclusion of names had been received by voters who have attained the age of 18 or above while 36,475 applications had been received directly from voters under claims/ objection for inclusion of names. The data had said 2.17 lakh claims/ objections were submitted for exclusion of names. In total , BLAs of 12 recognised parties had given only 25 applications for inclusion of names while 119 claims. objections were made for exclusion of names( multiple enrolment mostly) with CPI-ML(liberation) putting 103 applications for exclusion, the bulletin said. Officials said that the electoral registration officers( EROs) would be handling the disposal of claims/ objections received so far with around 1 lakh applications already disposed of . " There are indications that around 17-18 lakh new names could be added in the final rolls depending on the documents submitted by the voters' for inclusion of names," said another EC official. Sources in the state election department said that the maximum number of documents submitted by voters for inclusion of names during the enumeration drive held from 24 June to 25 July was residency certificates, matriculation certificates , caste certificate and family register . 11 documents have been prescribed for voters to establish their date of birth/ place of birth for enrolment in the draft rolls as per SIR. Incidentally, over 3 lakh notices have been served by EROs of state assembly constituencies to voters who had not submitted documents along with the enumeration forms submitted earlier or those who have been categorised as 'doubtful voters' through field enquiries in past one month mainly in districts like Katihar, Purnea, Saharsa, Supaul, West Champaran which close to Indo-Nepal and Indo-Bangladesh border. The suspected voters include illegal immigrants who have settled in various parts of the bordering districts in Bihar from Bangladesh and also many people who hail from Nepal and settled here without completing formalities of taking Indian citizenship, officials said. There are indications a good number of voters issued notices could get omitted from the final list in case the EROs after hearing the parties do not get proper documents regarding their residence or date of birth, officials said. " All the claims and objections received would be disposed of and EROs would take a call on notices served to voters after hearing and giving a speaking order," said one state election official.
