PATNA, April 29 -- Be careful while driving your car through a toll plaza with an expired vehicle fitness certificate, insurance policy or pollution under control (PUC) certificate, for, you will be penalised and an electronic or e-challan will be automatically generated against your vehicle through the e-detection system installed at 31 of the total 32 toll plazas in Bihar, said officials in the transport department on Monday. The e-detection systemdetects violations under Motor Vehicle Rules while scanning FASTag, a prepaid device that employs radio frequency identification (RFID) technology to make automatic toll payments while the vehicle is in motion when passing through a toll plaza on the highway. The state transport department, which has gone into an overdrive to penalise errant vehicle owners and drivers who pose risk to motorists and pedestrians on road, has generated Rs.80 crore by penalising nearly 1.50 lakh vehicle offenders driving either with an expired vehicle fitness certificate, insurance policy or PUC in the last eight months between August 7, 2024 and April 7 this year, said a press release issued on Monday by the transport department, quoting its transport secretary Sanjay Kumar Agarwal. The penalty under the Motor Vehicle Act for driving any vehicle with a failed fitness certificate is Rs.5,000 and Rs.2,000 for vehicles whose insurance certificate has lapsed. Penalty for first-time offence in driving a two-wheeler with an expired PUC is Rs.1,000; Rs.1,500 for three-wheeler; Rs.2,000 for light motor vehicle; Rs.3,000 for medium motor vehicle, Rs.5,000 for heavy motor vehicle and Rs.1,500 for any other category of vehicle. A maximum of Rs.12 crore was realised by raising tickets on 26,000 (approx) vehicles through the e-detection system at Kulhariya toll plaza on Koilwar-Bhojpur section on NH-922 in Bhojpur district. The second highest penalty of Rs.10 crore was realised by issuing e-challans to 15,000 (approx) vehicles at the Parsoni Khem toll plaza on Kotwa-Mehsi-Muzaffarpur stretch of NH-28 in the state's Muzaffarpur district. Another 15,000 vehicles were issued e-challans for flouting the Motor Vehicle Act at Saukala toll plaza on Aurangabad-Barachatti stretch of NH-19 in Aurangabad district. Similarly, 11,000 vehicles were caught violating rules at Didarganj toll plaza on Patna-Bakhtiyarpur four-lane NH-30 in Patna district, and another 10,000 vehicles were penalised while they were found crossing the Hariabara toll plaza between Forbesganj and Purnea-Dalkola on NH-57 in West Champaran district. "We are trying to promote road safety and control air pollution through vehicular emission by issuing e-challans through e-detection system at toll plazas to vehicles which do not conform to fitness, insurance and pollution norms," said the press release quoting Agarwal....
