PATNA, July 6 -- A ruling party legislator has raised concern to chief minister Nitish Kumar that frequent transfer of officials was affecting development work, especially in an election year in Bihar. The state goes to polls later this year. In his letter to chief minister Nitish Kumar on July 1, Dr Sanjeev Kumar, JD(U) legislator from Parbatta in Khagaria district, and a medical graduate from the KEM College, Mumbai, said, "As per rules of the Bihar government, officials are generally transferred after completion of three years of posting, though some transfers are done under special circumstances. However, the rural works department (RWD) has transferred an executive engineer, posted in Gogri (in Khagaria district), in just four months." "The transfer of scores of other officials is delaying the execution of development schemes in an election year," said Dr Kumar in his letter. Copies of the letter were marked to the chief secretary and the additional chief secretary of the RWD. "Barely a few days back, the RWD had transferred around 250 engineers. This is not a healthy practice, especially in an election year," said Dr Kumar, refusing to share his letter, when this reporter approached him. The Bihar State Power Holding Company Limited (BSPHCL) had also effected around 250 transfers of engineers during the 10-month tenure of Pankaj Kumar Pal as the state's energy secretary and the chairman-cum-managing director (CMD) of the power holding company. One such electrical executive engineer (EEE) of the North Bihar Power Distribution Company Limited (NBPDCL), transferred less than three months back from Begusarai to Khagaria on April 7, was arrested on Thursday for graft, reflecting poorly on the considerations behind transfer and posting of officials in Bihar government, said the lawmaker. A team from the special vigilance unit (SVU) of the Bihar police nabbed Gopal Kumar, executive engineer, electricity supply division, Khagaria, when he was allegedly accepting Rs 75,000 for the temporary hiring of a labour in the Mansi electricity supply area of Khagaria....
