MUMBAI, May 6 -- Social welfare minister Sanjay Shirsat on Monday said the Ladki Bahin stipend could not be raised to Rs.2,100. This is for the first time that a minister has said on record that the promise made in the assembly elections last year will not be fulfilled. "The payout cannot be increased because of the financial burden on the exchequer," he said. "We are, however, committed to continuing the scheme, with borrowed money if need be, as it has helped us win the elections." All the three ruling parties had announced the hike in the payout, and the government was expected to declare this in the budget presented in March.
