India, April 28 -- A speeding van plunged into a well after hitting a bike in Madhya Pradesh's Mandsaur district on Sunday, killing 12 people, police said. Prime Minister Narendra Modi expressed grief over the accident and announced an ex-gratia of Rs.2 lakh from PMNRF to the next of kin of each deceased. The injured would be given Rs.50,000.
