Uttarakhand: Case against 400 people over religious protests
Dehradun, Oct. 1 -- Uttarakhand Police on Tuesday booked 400 unidentified people for allegedly rioting, promoting enmity, chanting religious slogans and attacking cops after hundreds of people gathered in Dehradun's Chowki Bazar area on Monday evening as they were protesting against a comment on social media targeting Prophet Mohammad.
The FIR was registered at Patel Nagar police station under sections 121(2) (voluntarily causing grievous hurt to deter a public servant from duty), 126(2) (wrongful restraint), 190 (offence committed by a member of an unlawful assembly in prosecution of its common object ), 191(2) (rioting), 196 (promoting enmity between different groups on grounds such as religion, race, place of birth, etc., prejudicial to harmony), and 302 (uttering words, making gestures, or placing objects with deliberate intent to wound religious feelings) of the Bharatiya Nyaya Sanhita (BNS) on the complaint of sub inspector Harsh Arora, ISBT Dehradun chowki in charge.
Gulshan Rathore (19), the accused who allegedly made a comment against Prophet Mohammad on an Instagram post on Monday, was arrested under section 170 (Arrest to prevent the commission of cognizable offences) of Bharatiya Nagarik Suraksha Sanhita (BNSS).
He was booked under sections 196 (1) (196 (promoting enmity between different groups on grounds such as religion, race, place of birth, etc., prejudicial to harmony), 299 (Deliberate and malicious acts, intended to outrage religious feelings of any class by insulting its religion or religious beliefs), and 302 (uttering words, making gestures, or placing objects with deliberate intent to wound religious feelings) of the BNS at Patel Nagar police station.
Chandrabhan Singh, Station House Officer (SHO) at Patel Nagar police station, said, "The protestors gathered in large numbers in Chowki Bazar area while protesting against a social media comment made against Prophet Mohammad. We tried to persuade them that action has already been taken against the accused. But they indulged in hooliganism, raised religious slogans and assaulted our force. We had to use force to disperse them. They could have moved towards localities with dense populations from another community. Five cops sustained injuries in the incident. We have registered the FIR against 400 unidentified protestors and our efforts to identify them are underway."
He said, "We arrested the accused for making an objectionable comment on Instagram against Prophet Mohammad under section 170 of BNSS. We also removed the comment from social media."
Chief Minister Pushkar Singh Dhami said, "This is a deliberate conspiracy to create unrest during our festivals and religious rituals. The same forces are behind this who cannot see India becoming strong, who do not support Ek Bharat Shreshtha Bharat and rely on the politics of appeasement. Under the leadership of Prime Minister Modi, they are unable to digest the resolve of a developed India today. Such forces are continuously trying to spread unrest and riots, poisoning society."

If you respect someone, if you love him, it should be reflected in your character....not through unruly behavior, riots, or religious fanaticism. Devbhoomi Uttarakhand is home to many sacred places of worship, from the Ganga-Yamuna to the Char Dham and Adi Kailash. Anarchy will not be tolerated here, and strict action will be taken against such elements. At some places, such attempts have already been made, but law and order has taken its course. We have also enacted a law against rioters....whoever damages government or private property will be punished," he said....
