Lucknow, May 5 -- To effectively implement the new criminal codes, the state government has framed three sets of model rules/guidelines in consultation with the Allahabad high court-UP E-Evidence Management Rules, 2026, UP Electronic Summons Rules, 2026, and UP Community Service Guidelines, 2026. Officials said the new rules and guidelines were prepared with the concurrence of the Allahabad high court to ensure smooth implementation of the three new criminal laws that replaced the IPC, CrPC and the Indian Evidence Act. The state government, during a cabinet meeting chaired by CM Yogi Adityanath on Monday, said the measures will modernise criminal justice delivery, strengthen digital forensics, and promote reformative justice in Uttar Pradesh. The rules establish a scientific and standardised system for collection, preservation, and court presentation of digital evidence. Under the UP Electronic Orders (Issuance, Service and Execution) Rules, 2026, summons and warrants can now be issued electronically with digital authentication (e-sign). They can be served via email, mobile, and messaging apps, which is expected to bring speed, transparency, and efficiency to judicial processes. The rules also include a special provision to keep the identity of victims confidential in cases related to women and children. For minor offences, 'community service' has been introduced as a reformative alternative to imprisonment.
